You cannot make blueprints, only blueprint copies. As far as i know you cannot find them dropping from missions or other npc sources, so you'll have to buy one from a player.
which... judging by your newbieness is not going to happen.

You need to "invent" blueprint copies. An invention guide is located here.

ummmn, ok then where did the orignal blue print come from-how did the first player acquire one? yes your correct I'm a rook but does that mean all orignals are acquired and everyone else is stuck paying inflatted prices? this sound like BS or EVE-CCP cutoff advancment for younger players to be forced into player corps etc.

Edited by: Billy Sastard on 19/09/2007 17:09:38 Blueprints for Tech 2 items are only produceable via invention. The invention process will net you a copy with a limited number of runs.
There was once a time when there were Tech 2 BPO's distributed to players via a lottery system, but there were some serious flaws in the system so CCP implemented the new invention process.
As for a BPO for that expander II, you might be able to find one, but it will be insanely expensive. -=^=-

The original blueprints were given out as part of a "lottery" system, and until recently they were the only way to aquire them. CCP found that this practice was too restrictive and made forming cartels too easy, so they introduced invention and removed the lottery.
