I am currently using this for belt ratting and the odd mission. Question is, is it any good?
Lows: Heat Sink I 100mm Reinforced Nanofiber Plates I Local Power Plant Manager: Reaction Control I Small I-a Polarized Armor Regenerator
Mids: Cap Recharger I Monopropellant I Hydrazine Boosters
Highs: Dual Modal Pulse Laser I Dual Light Pulse Laser I Dual Light Pulse Laser I Small 'Knave' I Energy Drain
It does the job I have to admit, but I am sure it can do better. Skills here.
Any tips or suggestions or laughter will be appreciated. I'll post my pvp setup once I have got a couple more skills and thought one through.

ok, when I am done laughing, I would remove the reactor control, you have no need of that.
In its place, well, you can never go wrong with a damage contol on an armor tank (the cap drain is very slight) or maybe a resistance plating. You could also fit a cap power relay.
If you go with the resistance plating, you can just squeeze in another heat sink by dropping the 100mm plate. Personally I am a huge fan of gank but it does make the boat a tad fragile.

highs 3x dual light pulse lasers (named) 1x small nos
meds 1x 1mn afterburner 1x cap recharger / 1x warp scrambler(pvp)
lows 1x small armor repairer (accomodation/tech2) 2x cap power relay 1x 100mm plate
reasoning the 2 cap relays plus recharger will keep your capacitor up so you can permanently run your repper. 100mm plate provides a nice little buffer for you. in pvp obviously you take off the cap recharge in favour of a scram cause well, you dont want yer target to warp off now do you.

Well, you're almost there. Reactor control gives you 10% grid while there is a mod called micro auxiliary power core (MAPC) that gives you 10 units grid but it uses a lot of CPU. On anything that has less than 100 grid you should not use an RCU but MAPC instead. MAPC requires Energy Management IV which I think is a few days training. You are totally missing this skill and for Amarr it is crucial to have.
Also, lose the plate and use NPC specific membrane or hardener. Plate slows you down and in frigate speed provides additional tank. Get a cold-gas ab - it costs about 50K and gives 8% more speed boost.

I've gone with the DC for now, I had the RCU as I was slightly panicky on grid usage. See now I was wrong there. The extra resistances from the DC are pretty handy too in a pinch - and as you say tiny cap usage on it.
Otherwise I am keeping the setup as is, most likely as my skills/funds get increased I will replace items with named/Tech2's where appropriate.

The punisher was always my favorite frigate. It's one of the best frigates in the game IMO. I would always fit it with projectiles though to maximise cap for tank. Projectiles also give you a bit more versatility in damage types and on a ship without a damage bonus for turrets the differnce in DPS from lasers is neglegable.
3 150mm autocannons 1 small NOS
1 AB 1 Warp scrambler
1 small armor repper 1 energised thermal plating 1 gyrostabaliser 1 200mm plate
I could rat all the way down to .1 but just couldn't put out the dps to rat in 0.0 effectively. I have taken crusiers solo with this ship in PvP as well.
