So, you admitted you made a mistake and nicely asked for your money back, and the GM was just the right amount of stupid+nice to give it back to you... does that about cover it ? Oh, and you were ignorant enough to NOT know this shouldn't have happened and gladly advertised the successfull reversion of the process in the forum, for everybody to see.... basically, flaunting your preferential treatment by the GM.
If you got special treatment, you might as well just shut up about it. I wouldn't be surprised if this gets escalated by somebody to Internal Affairs, and you get the character back and ISK gone again. No, I won't be the one petitioning this to IA, I'm not evil enough. But some of the people you annoyed with your attitude in here just might. _

The "just kidding" defense stops being applicable when you turn 7. So either your mother should be monitoring your internet use and probably shouldn't be allowing you to play EVE, or you're going to have to do better than that.
Fess up. You spent a few hundred on eBay. That's the only way you'd be flippantly throwing around 14 bil ISK while simultaneously being capable of forming full sentences.

you failed, you should have checked the sec status before buying. Its no rule that says that the seller must provide info on low sec status. Its a guideline

The seller should have noted the bad sec status and this wouldn't have happend.

Why? So that you wouldn't have to *gasp* go INGAME and check the character's security status before spending 14bil on it (which you obviously care about, seeing as you petitioned to get it back).
I don't care where you got the ISK from. Fact remains you shouldn't have got it back for your own idiocy. I hope the poor bugger who sold you that character gets their (real life) money back for the transfer fee. Did you think of that before coming crying to the forums and squealing "Scam! Scam! Have you SAID character security rating is an issue in that auction ? I doubt it ! Has he intentionally hidden the security status ? Maybe yes, maybe no, we'll never know. Were you dissapointed that something wasn't as you THOUGHT it would be ? Yes. Was it mandatory to mention ? No. Were any rules broken ? No. Could you have checked the sec status yourself at any time ? Yes. Have you ? No. Your mistake ? Yes. Should you be refunded for your mistake ? No. Were you refunded for your mistake ? Yes.

Things you MUST list are things that the buyer has no way of checking, namely exact character name (and ID), skills and ISK balance. You CAN list things like implants plugged into various clones or LPs with corps, to justify an increase in price. You WILL be punished if you lie about any of the above to get MORE ISK for a character, based on that lie.

Note the use of the word "MUST" in the initial section (i.e. things you HAVE to do) vs. things you could add to an auction text, things that the buyer MIGHT want to know, so you don't have to ANSWER to his questions when/if he asks them.
Even if he WILLINGLY failed to mention his security status there, he was still breaking no rules, as security status can be easily verified (since he WAS forced to post character name, and from that you can view his sec. status)... and there is no justification for your refund getting granted. _

What is it with trolls on the EVE forums being absolutely intent to stir up trouble? The seller accepts what happend as long as he gets refunded for the character transfer, he'll then reauction the character and transfer it again, so CCP would be losing nothing and he loses nothing, problem solved. I also think they should add the security status thing into the offical rules so things like this don't happen again.

If you grow your character and play the game instead of ebaying and skipping the learning process, you learn this little trick called "show info" (the "ratting" and "missioning" tricks are a little more advanced, but in time you'll figure it out).

Also you need to learn to not rise to the bait. If you weren't trolling back the trolling would stop and thus this thread would vanish off the front page and into obscurity.

I've played EVE since release, you learn this little trick called "posting with an alt character" however it is very advanced, but in time you will figure it out.

This is what (possibly) annoys me most. The fact of the matter is, somebody didn't bother checking the Sec Status of the character, nor asking the seller.
You petitioned.
You got your ISK back.
Thing is, the guy selling the character probably didn't get his transfer fee back, and most likely now has lost that character to a ban on the account it was transferred from.

The person selling a character is not obliged to show his security status, it is merely a suggestion, and added as an item people want to know when buying characters.
When making the purchase, you obviously didn't want to know the security status of the character, else you would have asked.
If you believed the character sale to be a scam, you would not have entered in to bidding in the first place.
An intelligent person who was interested in the character would have asked the question 'What security status is the character in question?' Had the seller then responded saying it was above -1.9, then you would be right in petitioning for your money back. You did no such thing however, therefore should not have the right to demand reimbursement...
It's like buying a film, then taking it back to the store saying 'Yeah, I bought this film yesterday and watched it, but you didn't tell me it had cars in it. I don't like cars and therefore demand my money back.'
Your behaviour in this matter is disgraceful, as is the decision by the GM that reimbursed you. Personally, if I were a GM, I would have responded with the following:
"The seller is not obliged to show his security status, it is your duty to look it up before purchase. If you do not like what you have purchased with your ISK, I suggest you take it up with the seller. Our hands are tied in this matter and we cannot reimburse your ISK."
Also, having played the game as long as you say you have, you undoubtedly have access to deep 0.0 or a high quality level 4 agent in a lowsec area where you can get your security status up to -1.9 in a day or two.
The way you resorted straight to whining however is pathetic, and shows that you're a spoilt little child (also evident in the way you speak to other forum members). The fact that you do not post with your main also shows that you know this and don't want to get berated by your corp mates. If your character(s) were in my corp, I would kick you as soon as I could.
I emplore the GMs to look on this case with some scrutiny and perhaps change their minds from the clearly mistaken decision they first made.
