Alliances can already bribe concord to allow wars, why not extend it to bounties on an individual.
For 50m a week, the alliance can name an individual as a target. No matter what corp they are are in, concord allows them to be targeted in high-sec.
Each additional target costs another 50m each week.

alliance level would indeed be too huge... but maybe applying this for corps with under like 20 members? It would make it possible to hunt down people who flee into npc corps or always have been there smacktalking about others or alts etc. Maybe you should make the price standing dependant too as proposed in an other topic.

If it is to get the NPC members, make it 150 mill a day and only applicable to NPC corp members. The fee should increase for every day after the first you want to be able to kill this 1 person. 150 for day 1, 300 for day 2, 600 for day 3, ect.
This is to prevent to much griefing. You really have to hate someone to want to kill them for a week. Fee level should then decrease by 1 every week. So if you paid for 3 days, it would take 3 weeks to get back to 150 mill.

Why would it be an alliance thing, and what would it achieve? Why not just shoot the guy when he comes into low-sec or 0.0, or make an announcement on the forum that you'll pay x amount for his corpse and a killmail? Or declare war on his corporation and go get him.
If this is a way to get around high-sec and Concord, forget it.

Asshats hiding in npc corps to conduct asshattery should be reachable by the motivated. If you don't agree you must be an asshat.

I'm not sure what constitutes "asshattery" in EvE, but being an asshat with an NPC corp alt should not be addressed with a gameplay element that facilitates boundless asshattery on the part of distant, powerful organizations.
If it's so odious as to be an affront to your gaming experience, petition it, and CCP can append "is an asshat" to the end of their character name.
Seriously, though, what trick is an NPC corper playing on you that's so dirty you'd spend a hundred million isk to let some random dude blow up his Ibis in Jita?
