This is a vote everyone can give their opinion on. Please no flaming/argueing, everyone has their own opinions. Vote on what you think is overpowered and explain why, and if you want to provide a solution to balance it.
My vote is on scrams, giving the ability to lock your target down for 5 cap/s. Using a med slot its more effective to have on a armor tank. My suggestion is to increase the cycle time on it to 1 minute and have it scram the owners ship until the cycle is over if its shut off, meaning you would still have more control over the target but if you underestimate said target you might die.

I'd vote for any form of armor repper / shield booster. I mean, that just isn't fair! How can you repair my damage?? NERF BOOSTERS/REPPERS!
On topic though - damps (atm) or ECM on the right ship.
