Allows better control over the capacitor use of laser turrets. 6% reduction in capacitor need of laser turrets per skill level.

What you are essentially suggesting is a advance gunnery generic weapon skill. For a start it shouldnt be only availible to laser users or only effect lasers, as it is an advance gunnery skill as said before.
The bonus you suggest is much to high, if advance gunnery skills were to be introduced or carried on in the sense there is already advance weapon upgrades, they should have a 2% bonus and the requirements should be at the non-advance version lv V and gunnery V is fair.
In your example the skill could be Advance Controlled Bursts, giving a 2% bonus to cap usage with controlled bursts V and gunnery V as the pre reqs.
What I have suggested would be a much fairer skill to indroduce, and much more realistic in terms of what could be added

I like that, is balanced and useful for hybrids also. Maybe a 3% bonus and add another sciency skill as a pre-req?
Q: Why don't projectiles use cap?
A: Minmatar find it more satisfying to fire ammo using a hammer!

A better skillbook that should be introduce is Faster reloading. This is necessary for Hybrid and Projectile ammo. It takes to long time to reload the weapons, and to change ammo, and that is too bad.
A prerequested could be: Gunnery V Weapons Upgrade IV
Since it should be a generally skills, it should not have any racial specific skills as prerequested.
