Ok maybe it's just me but i've noticed CCP slowly but surely destroying the life of crime as we all know it to date. With warp to 0 and all the log off abilites targets are rarely found let alone engaged. I believe Low sec ( 0.1 - 0.4 systems for you carebears ) is long overdue for some form of attraction to it from ( safe ) empire space. These days everbody goes to empire or 0.0 why not just come up with some form of isk grinding that would make low-sec desirable space. If you ask me, all everyone is doing these days is complaining about the pirates more and more in low sec, but i do remember the days when there actually use to be good poeple in low-sec that would form a gang or fleet to fend off the pirates. These days it's nearly impossible to sustain a happy corporation in low-sec due to everybody being broke that lives there. Low-sec is long overdue for some isk and i also think it's time for the smaller corps to have a bit of power in the solar system not just the huge super-alliances who own all of 0.0 asides from syndicate which is only a move in point for new alliances because the space is crap. I'm not saying make it easy to make billions in low sec but adleast give us something over empire ( safe ) space.
CCP has answered to the "warp to 0" whiners and alot of others so I hope alot of you will sign / support this to get low-security systems around the universe to be more benefecial to us all
p.s. I couldnt really pinpoint any solutions that are easy to implement in-game or anything but lets just use this as an idead thread see what we can come up with =)

"Targets" are hard to find in lowsec because no one wants to Be a target and they are hunted to extinction. Thats not CCPs fault, its simply overpopulation of pirates compared to the resources available.

Removal of static complexes have removed a lot of targets from lowsec also. ---

0.0 has enough benefits to warrant living there as is. Good ratting, mining, rare loot drop and refining of basic loot for minerals is also good. On average you are looking at about 30mil and hour. More if you hit haler spawn or if you use minerals to manufacture BSs/BCs. Luck of benefits is not a problem, luck of players is.
It does not matter what benefits you give to people who live in 0.0 because you either have what it takes to live there or you donĘt.
I do have one suggestion: Some areas of 0.0 are completely empty and CCP know which areas they are. I think there should be a way for NPC corporations to install and hire out POSs for isk and/or loyalty points in those regions. This will make it possible for small corporations to get out to 0.0 without competing with existing tenets of NPC stations.
This would work in the following way:
Any system that has experience less then 20 jumps in the last 48 hours becomes hireable. This could also work in terms of percentage. For example, 1% of all low sec systems with the lowest traffic can be rented out by any NPC corps.
POS will appear/disappear after downtime.
To rent an NPC POS one member of the corporation needs to pay one off cost of 1000 loyalty points and 10Mill ISK. Each additional week will cost double ISK. So week 2 will cost 20mill, week 3 will cost 40mil and so on. This will mean that most POS will become unviable to rent after 4 to 5 weeks.
Each alliance or corporation is limited to hiring out only 1 POS. This will prevent large alliance from hiring out every POS in existence.
There needs to be a POS hire waiting queue.
