To all Citizens of Caldari State,
Let me introduce myself, I am Dr Davias Joanan of the School of Applied Knowledge, currently acting liaison between SAK and the CBT. As all CBT employees are currently busy elsewhere I have been asked to broadcast this message.
With the death of Davrin Yurisko, and the refusal of APEX Conglomerate to allow an investigation into the cause of death, it has been agreed with the CEPÆs permission to declare APEX Conglomerate and all who are allied with her rogue and traitors to the State.

What exactly makes us traitors? We've done nothing to harm the State, we've done nothing to undermine the State, and everything we've done has been to halt the soverignty infringing activities of a Federation loyalist paramilitary, something the State refused to do.
Rogue? Maybe under the loosest interpretation of the word. Traitors? Hardly.

You know, the hypocrisy shown in the last couple of weeks is just staggering. CYI ranting and raving about us hiring mercs, yet doing the same thing themselves; the same with their comments on us blobing them. 21 to 8 is okay if it's CYI doing it. I get it.
Mr. Airaken meowing about our dealings with 'pirates' but CYI's are never mentioned.
Dr. Salo's crying about the corruption of the State but then chastising us for actually having a backbone and breaking free from it.
Continue on with the pointless melodrama and posturing. We have stuff to do. ---

Dr Joanan, Could we have some further clarification on this please. Is the CBT and CEP requiring corporations such as my own to boycott APEX and its allies/member corporations? What action are CBT and the CEP expecting us to take?

Ms. Tsukino, the recent APEX Conglomerate broadcast was taken by both the CBT and CEP as an act of treason. By cutting yourselves off from the laws of the State, laws that held the State together when our forefathers were fighting for our freedom, then you are betraying all that the State stands for.
Mr. Gordon, both the CBT and CEP require that all who remain loyal to the State refuses to have business relations, bar one, with them. The one remaining relations being what all traitors deserve, execution.

As long as I do not receive direct confirmation from the CEP, I will consider this policy position to be only from the CBT (and a low level officer at that)
As a CBT subscriber, I understand that arbitration between Caldari corps and APEX cannot be provided anymore by the CBT. It is without saying that the rating impact on APEX is high and credit risks must be reevaluated, but I am not used to shooting credit risks on sight!
I am quite sure some more expensive clearinghouse can be found for those wishing to continue business with APEX.
As for our target list, only direct executive orders from an active commissioned Navy officer can override our internal decision process.

Considering you have presented no credentials as a CBT officer in any way, shape or form, I will take this all with a very large grain of salt. That being said, Apex actions over the last few days should be enough to give anyone loyal to the State, or law-abiding pilots in general, a great deal of pause. I will have to agree with Citizen Scarlett on this one, only because we have been given no proof of the Dr's credentials. Is there any form of proof you can offer that you are indeed acting on behalf of the CBT Dr Joanan? Could you provide us with evidence you also are sanctioned by the CEP? I really feel that until this has been provided then we cannot act as per the directives given. That which does not kill us makes us stronger. I don't understand why, Captain.
What exactly has APEX done that would cause pause? Our profits were being affected by a biased and unjustified investigation. Withdrawing from State jurisdiction was and is the most profitable course of action for us.
If you are concerned about our dealings with those who your corporation might find... bad, I encourage you to find a single person - who is credible - that has been ransomed or pirated by APEX. I have looked and I do not see 'wanted' stamps on our pilotÆs files nor do I see any APEX staff on any of those fancy televisions CONCORD puts by the gates.
Quite frankly, I find your (CAIN and the State in general) dealings with the Amarr far more disturbing than any dealing with any groups we associate with. The idea of treating people like they were cattle makes me sick. So we now find ourselves both disliking each others... associates.
I know you can't be upset with our actions against Cyrene. To be honest, the silence of the Reserve in this matter should give people in the State pause. A Federation paramilitary makes up evidence and launches a full out assault in Caldari space against a Caldari corporation. An organization that greatly outnumbered us. Yet only Duty offered any kind of assistance, whether it be simple logistics or a full out wardec.
Everyone is going on about how disturbing and appalling the course APEX took was, yet no one seems to be sure exactly why it's so appalling and disturbing.
Here's the simple fact of the matter. We've severed our leash and we will no longer be the lapdogs or the sub servants of anyone. And if we have to step on some toes and break some noses to do it, then so be it. ---
