I've never flown a carrier (and not plannning on ever training for anything bigger than a battlecruiser), but on EFT I was able to get a Chimera to tank more than 6000 dps with just tech 2 gear and rigs. It needs the rigs to be cap stable, and without them it drops to sustained tankable dps of around 4000.
I'm sure with rigs and faction gear it would be possible to get it to something like maybe 10,000.
I'm thinking most carriers should be 4000 at the most though, and probably many are quite a bit less than 3000.
Those are guesses though.

It all depends on wether or not t2 frigates are in the offending gang. Steps are as following:
1. Make sure the carrier cant lock you, half a dozen damps(yes i know he will eventually get a lock, but honestly its no big deal to fly out of his locking range every couple mins in a frig with mwd). Now drones will only work on autoaggro.
2. Disable his tank. Tricky. If he has a smartbomb, which you can assume, you would need to fly strafing runs to get your neuts into range and limit your exposure to the smarty.
3. Wittle him down from outside smarty range. My guess would pulselasers for this.
Step 1 would require maybe 5 frigs, to really make sure you have enough damps even if people have to get away cause of drone aggro or stuff. +5 frigs
Step 2 is by far the hardest, if your plan fails then at this point. Very hard to say what kind of capdrain you will need, i would say around 150. Thats about whats needed to permarun a single armorrep and still have free meds for sensor boosters and i dont see any carrier in low support situations not fitting them. You can probably run 2 neuts per dedicated frig, but would probably fit more to instagib your cap and then get out of smartyrange. Lets say 15 frigs. +15 frigs
Step 3 If step 1 and 2 actually work(big if), you simply need a bunch of frigates doing about lets say 1k dps. About another 15 id say. +15 frigs.
So we are at 35 frigs. If your frigs from step 3 can also do step one, thats 30 frigs. Ofc you will loose frigs to the smartbombs and drones, you need to prepare a huge stack beforehand expecially of the frigs that have the neuts fitted.
With t2 frigs this number may go down drastically, especially the sentinel would make this whole thing go from silly to very feasible.

depends if it has an officer smartbomb a common smartbomb or no smartbomb 
if it has an officer smartbomb you will look at sever hundred if not thousand frigates organized in waves to keep the preassure up. you might also try to rig some kestrels to kingdom come and try to outrange the smartbombs.
if it has only got normal smartbombs you can only use long-range guns which a frig is happy to acchiefe 50dps with.
a well tanked carrier reaches a 4000dps effective omni tank and has about 1 000 000 effective hp. this means you need 80 long range frigs to neutralize it's repair rate and at least 25 more if you want to kill it in less than 15min. add a few frigs to damp&scram it so you don't loose a thousand frigs to small drones and you ahve your answear.
so there is your answear: about 110-125 frigs.

So many variables, smartbombs, defending drones etc will thin out T1 frigates very quickly, I can fit a 210 dps Incursus so in theory it wouldn't take too many to take a carrier down.
But that's in theory, in reality how many would stay alive to actually get their dps down on it?

I think the real question is: How many frigates would it take to kill a carrier before his corp-mates showed up?

I tanked a 30 man Hac / Command Ship gang. And Survived. And im slowly adding Officer Hardeners / Officer Rechargers. So i think roughly it would take 100 Frigs or so to take down a carrier.
