Implants...
More isk = Bigger Bonus No stacking penalty of note No drawbacks
The ongoing carrier balancing is needed because carriers can do "everything" without refitting. Fit +5 implants of all attributes to your head and you can traing everything better. Why dont i get a drawback to my perception when i plug in a charisma implant? Why is there "virtually" no risk to my implants being destroyed? Implants are proberbly the only thing in eve that do not get any drawbacks or penalties.

You realize that giving them drawbacks like you suggested would just emphasize the "imbalance" you see since rich people will just plug new ones when they change skills.
And for the "virtually" no risk of being destroyed, come to 0.0 where we have beautiful things like bubbles and say that again ;)

Lol the carrier nerf was ment as a reference. Couldnt care less about carriers. But the idea is that you never have to change your implant "fittings" due to them not stacking nerfing each other like the rest of the things in the game. Take the gankageddon for example. (and no im not whining about amarr ) --------------

Lets face it, training in EVE takes a long time. Probably longer than most other MMOs so why make it even longer? All CCP would be doing is loosing players if they added a nerf to implants.
An implant nerf isn' going to directly affect anyone but the player with them, if you nerf sensor boosters for instance than it makes the game more balanced and presumably one party has less of an advantage. Nerfing implants doesn't balance the game at all, it will take longer to train but a 10mil SP character isn't going to be any different

There are a few reasons.. I PERSONALLY Think that getting more of the basics should take less time.. ESPECIALLY since every player who has been here for 3 years has them all..
Yes, I know they have the advantage of being here for 3 years. but at the same time, there has to be a balancing point. Not, 3 years = 3 years also ahead.
Implants are HIGHLY Expensive and only rich people generally can afford the good ones
Basically, always one step behind. But thats the problem with the, your char can learn everything game.

The only way I'd agree to this kind of crazy crazy nerf is if implants were changed so you could take them out and reuse them. Does that sound like a stupid idea? you bet!

There is a slight drawback to learning. Apparently once when the combined Primary + Secondary learning skill points > 20 you will have a -0.5 penalty point added against your learning times.
This can grow to -6.0 when you reach over 45 points combined.

O.K. I have to ask what made you believe this is in anyway true. The formula for learning times has been known for ages and there is no penalty like that in it. Furthermore I've never seen any evidence of them not being valid. Seems more like you( or your source) don't know the formula that applies to skill training.
The known formula is: primary + secondary/2 = total sp/min If I take a int/per( 28.6/26.4 for me) and I still have 26685sp to train then the game tells me I still have 10h38m24s of training left I train int/per skills at 41.8sp/min or 2508 sp/hour. Now dividing sp left by sp/min I get 638.397min = 10h38m24s left which what the game tells me.

I once linked my +6 charisma implant into local while in a fight that I was losing, and it made the guy laugh so hard that he screwed up and I won the fight.

OP is crazy. Implants prevent all kinds of PvP. Who in their right mind would go casually PvPing with a set of +5's? You have to clone jump and then there is the 1 day delay to deal with. So every time you want to PvP without risking 500M+ of implants you have to lose at least a day's worth of faster training. Perfectly balanced, actually they are like a ball and chain anchoring people to carebear land (like me.) I have so many skills I need before what I consider "proper" PvP, I am shackled to my +5 clone indefinitely, sitting bored in station...

There is a paradox to this:
In order to earn the ISK to buy +5 implants, the most profitable place is 0.0. However, if you get podded in 0.0 (very easy to happen) you lose your investment.
If you earnt your ISK in empire (with little/no risk) it must have been such a slow plod, you really deserve them.
Therefore, implants do not need nerfing - they have their own 'nerf' built in.

As for contribution: unless you're constantly in high sec empire (even then not 100% guaranteed safe), there most definitely is a HUGE risk in losing very expensive implants. The fact that you cannot remove them without destroying them is penalty enough, IMO.

As a new player to EVE (started this August) I'd like to respectfully disagree with some of your comments. I think the time and money cost associated with buying the basic implants is handled nicely by the market.
Let me explain a little further.
Those that started 3 or more years ago must have faced a much more constrained supply of basic implants then we face today. I would imagine that those that started back then took a long time to assemble their first set of +3s. This would be due to a much higher cost (adjusted for any inflation that may have happened in the past) and fewer of these implants in existence. I on the other hand, had my 4 +3s (no charisma) inside of a month.
The trick was (unlike most newbies) I didn't beeline for an expensive battlecruiser or battleship, but instead bided my time in smaller ships generating money by mining or running lower level missions and salvaging. Now just over 2 months in, I own a hulk and am in the process of saving for that battlecruiser, or some choice +5s.
EVE requires strong money management and a careful investment strategy, not only in the market, but in yourself. If you spend your money foolishly, (i.e. buying a battlecruiser before having skills to fit it properly) getting the basics can take a long time, but spend it wisely and you can have your cake and eat it to.
PATIENCE is the key to being a new player in this well established world.
P.S. I've noticed several people in this thread confusing 'loose' and 'lose'. It is the single biggest pet peeve of mine. Oh yeah, and the OP is crazy
