Of all the games I've played, EVE seems to be the most forum heavy. Is this true?

Frankly the forum is the actual game and the client is the bonus game. :)

On the other hand, if you counted the amount of DIFFERENT posters (including their alts and alt's alts) the number of actual posters would probably be less amazing than CAOD wants you to believe.
Sometimes I have the feeling that every somewhat important/big corp consists of 30% bob alts, 30% RAGOON alts both who are trying to spin that corp for their own hidden purposes. The remaining 40% simply doesn't have a frickin clue and would rather just play the game.

Yes, at least in Neocron-1. 11 different factions/corporations (if I count right now) with background story, different goals, complex relations to eachother and their own headquaters in different areas. It was really diverse, like rivaling corps incide the town, rivaling syndicates in the redlight district, a fanatic religious sect, the cold blooded city admin, rebels outside having a base deep/fortress in the canyons, another mercanary base outside and then the fallen angel base (freethinkers/scientists).
And this as a full pvp environment, with missions that tell you e.g. to execute someone enemies, which lead you into the hostile headquarters.
Besides that all the big clans made their own politics (... to the trouble of the GMs sometimes). E.g. we had established some free level zones like where everyone was allowed to level as long as he doesn't start trouble. Mainly out of self-interest to level our chars in peace. If someone made trouble, we came in and cleaned the area. Or inner faction wars, that the devs didn't want to see. When we were returning to our old rebel faction Twilight Guardian, there were two blocks, those who liked us and some youngers, who had more or less taken over the lead in that faction and didn't want us back. Those guys were quite offensive to us, so a few hours after our return, they were set to kill-on-sight, we had a nice civil war for some days and then they had left the faction.
Ingame political stuff like that is good for some forum battles and propaganda. Most MMORPGs just don't offer that sort of gameplay, because they are either too carebearish or they only offer meaningless pvp due to weak story/athmosphere. No chance to develop conflicts that have reasons and are the root of player driven stories.
Maybe most mmorpg devs have never played an intense pvp game with lots of player politics, conflict and background story themselves, so they don't know what's good and start developing mor of those games.

I think that is true. Those who have discovered the forums probably tend to spend a lot of time reading and posting. I had days where I'd visit the forums for a few hours and not even log on to play the game. But majority of people never come to the forums ever.

You'll generally find that there are a few regular posters, and then some other people that pop along every now and again to whine, offer opinions or help people. For some reason those few that post a lot make the forum look like it is regularly used by a lot more people than it is.
In reality it's likely that the vast majority of EVE players never even visit the forums, let alone post on it.

Freelancer isnt exactly a MMORPG but it has the traits of one and in FL the forum smacking is just like COAD.
