Problem: Items in overview shift around while you're trying to click them.
You ctrl-click the bad guy in overview to lock him, but his entry shifts up one because he is getting closer, and you lock the wrong thing. That wrong thing is bigger and locks faster than the right thing, and uses up your last target slot. So now you have to wait until it locks, unlock, then try locking the right thing again.
Solution: While the Ctrl button is held, do not change the positions of items in the overview.
If your items are sorted by distance and the distances change, do not swap them. If an item disappears (is destroyed, warps away, etc.) then leave a blank line in the overview (or a line that says "item gone"), but do not shift the bottom lines up to remove the gap. Do it when the user releases the Ctrl button.
The scrollbar should still work. This feature affects the positions of items in the list, not on the screen.

I have mixed feelings about it. First off, there is a skill element to targeting the right ships that wouldn't be present with a frozen overview. Second, I basically like the idea that the overview doesn't give you perfect control over targeting, allowing for, uh, unexpected results.
At the same time, if your proposal was implemented tomorrow, I wouldn't be starting up a petition and making a special banner in my signature to have it reversed.

I think the lag in fights (especially fleet fights) is allowing for more than enough "unexpected results" eg like trying to lock someone already destroyed or warped out while still showing on the overview.
I certainly like the freeze option just to make sure of clicking the right target. /signed

I agree with this idea.
Somebody else mentioned sorting by name instead of distance, but there are some problems with that: - Somebody might enter the grid and their name just might change the order enough to make you target the wrong ship. - More importantly, we should be able to use features such as sort by distance without these kinds of problems, really. - During missions, many npc ships have the same name, making it pointless to sort them by name. At the same time, there are so many of them that sorting by distance pretty much ensures that they will jump all over the overview.
So I would definitely like to see this change implemented.

Another way is to extend the incremental updating to all of overview.
There is two advantages to this: - It removes another source of stutter. - You can see the update wave approaching and can avoid clicking on the dodgy spot.
Less chance of adding new overview glitches as well. :)

... and if you are searching for an easy reproducable use case: just go into Jita and try to warp out of the system. no matter how you sort this it will always shake around and you need several trials to select the right thing. /also signed!

Not a good idea becouse... if you are, say, camping a gate and you know someone is comming into the system and he is fast, you need him immediatly on your overview to start locking him. Or do you mean when pressing ctrl? Then in large fleets lag battles it could become a problem if you need to press ctrl longer to find your target and target it, during that time it might update.... and I think just freezing is for the time you are pressing ctrl is simpler to make.

Hint: you can warp to astroid belts, planets, stations by right clicking in space, also, wtf you doing in that lagfest system?

That is a tradeoff yes. Although I'm not so sure it will be a big tradeoff, with the improved stutter reduction and predictable updating you will have better judgment of where and when to click.

Oh, I hadn't noticed this. Updating the overview is strictly a client-side feature, right? In order to implement this suggestion, they wouldn't need to send the news of Ctrl being pressed to the server and wait for reaction -- RIGHT? </paranoia>
