CCP is in only a minorly actionable position in this issue. You pay them to grant you access to their systems provided you adhere to their rules and policies. They own all of the data in their system and have stated it has zero monitary value. So, your account and ISK have always been CCP's (monitarialy valueless) property. Having never participated in the GTC transfer system I don't know what contract/liscense agreement they require, but unless it is stated that any GTCs entered into the system are immediatly considered 'used' (i.e. now CCP property) you *might* be able to sue them into giving back any that had not been applied to an account for game time.
I hate to say it, but other than that there isn't much of a legal leg you have to support yourself with. I have worked customer support before (not for CCP), and the one truth I can tell you; if you make it a pain in the ass to help you, I won't. If a customer is going to yell, curse, accuse, and abuse me there would need to be a GLARING mistake in their favor to lift a finger. On the other hand, people who came with a clearly stated request, using polite language, and possibly even having some documentation (as you state you do) could get me to go to bat for them against my employer (even if they actually DID violate policy). It's trite, but it's true; honey catches more flies than vinigar. I'm not saying pucker up and kiss their ass, and it's okay to ahead and let them know you are upse. Just remember that you are not trying to convince a nameless, faceless entity that they are acting evil (which they are not), but trying to convince a (hopefully) caring individual that you have been wronged and it is within their power to correct this mistake. Be patient, a lack of response is not a response in and of itself. Go ahead an contact them repeatedly. Let them know that you enjoy their product, and that you would not have, nor intend to break the EULA to jepordize that. In general, even if you are not one, acting like an angry gradeschooler with an over-sized sense of entitlement will only get you riddiculed.
Alternativly, if you really do find the game boring when not leading a corporation, and selling GTCs was the only way you know to support the corporation, perhaps it is time to move to other grounds. I assure you though, the above advice is true in almost any customer service environment.
If the facts are as you state them, then I hope CCP realizes their error and re-instates your account. If they do so and have still taken the ISK that you earned, the GTCs you sold for it should be returned. Of course CCP is under no obligation to do so, which is why you shouldn't act like a ****.
