Topic. If I have -5.0 or lower secstatus and go into Empire in a CovOps with CovOps Cloak II, will I be able to sneak past CONCORD or will they be able to see through my cloak?

I didn't think it was CONCORD that shot you in that situation anyway, just the empire navies.
However, they can't see through cloaks, but they lock pretty quickly and that probably stops you from cloaking. If you're in a CovOps your best bet is to simply warp away as quickly as possible, rather than trying to cloak.

1. Chances are, you'll lag before you can cloak yourself.
2. If you warp away, CONCORD will spawn when you exit.
3. Running from CONCORD is bannable.

This is becuase concord evation is an exploit everyship that gets attacked by concord shoudl explode if it doesnt your using an exploit. I have tried it and even then when I have evaded they insta spawn and pop you. And plus I have read a GM post on it....do you home work....ill try find it. --------------

I tried to run once, but i couldnt cloak fast enough to beat the 14 bs spawn lag.

evading CONCORDdoken = ban, because if you can evade it, you're exploiting.
Otherwise, its not a good idea to even think about trying to avoid CONCORD to begin with. -

Hmm, I guess I'll have to keep flying around in a pod until my secstatus is back up again :( I wish pods had a cargo hold, it's so inconvenient having to shop in lowsec.

At -5 sec status you have to deal with the FACTION POLICE, who are NOT CONCORD. They do have good webs and scrams but their dps is pretty low. They are evadable and killable but it is a risky business.

And FACTION NAVY will appear when your faction standing is < -5. They are very killable.

The faction police in effect jam your cloak. You cannot cloak in high sec if you are being hunted by that faction.
Best way thru high sec when blinky red is a ceptor/cov ops with i-stabs, shuttle, Or pod

The non-jamming faction police drop various things but no wrecks, about 1 in 10 will drop a Magnetic Vortex Stabilizer I's. Faction navies don't drop anything but wrecks (anyone salvaged these?) and customs don't drop anything either.

YOU CANT cloak in empire if you're crim flagged or below the secruity status for the system if that makes sense..
So -2.1 cant cloak in 1.0 -2.6 cant cloak in 0.9
etc...
It brings up an error "Concord authorities are jamming your cloaking ability" or something even before they spawn.

evading concord is possible, with out exploit. I accidently shot drones that didnt belong to my enemy said OMG OMG, warped to a station to dock, it said I couldnt, I went OMG OMG, and warped to another station and docked. With about 40% structure in my stiletto. Not until after did I find it was frowned upon...
CCP, if you want you can take a stiletto outta my hanger in any of the stations I have one in. :) Hell, take two as a present :)

No, no... these guys didn't understand what you were asking. You seem to be talking about just flying through hi-sec, not aggressing someone in hi-sec.
When you are outlawed and just flying through hi-sec its the faction navies that try to kill you not Concord. It is not, in any way, an exploit trying to evade the faction navies in hi-sec.
Now having said this, I've never tried to use a cloak to do this. The best way I've found is using a shuttle or an interceptor with multiple inertial stabs.
IF however, you mean that you want to shoot at someone in hi-sec and then cloak to avoid Concord (which only spawns on the creation of a global criminal countdown in hi-sec), then it IS an exploit to avoid them.

I have a question on top of this ive always wanted to know.
My standing towards caldar is getting low, so if it gets say to -5 and i travel to caldari space the faction navy will attack correct ?
now if I fight back does that make me agressable by other players ? by other caldari ? or anyone else around etc ?

It is the faction police not the navies. There are police, customs, navy and concord.

In any case I have evaded police forces and as long as you do cov ops and cov ops cloak you should be fine. Just be quick on the trigger and don't get too close to anyone. However, remember that if you're below -5 (IIRC) you can be shot by anyone without consequences.
