I would really like to know can you make like star bases or star ports with a ship dock and stuff, is that possible cause that would be so fun to do.

I believe starbases (known as outposts) can only be built in 0.0 where you have sovreignty.

The two structures you can build:
POS - "Player-Owned Starbase". It is a free-floating control tower anchored in orbit around a moon. You can then anchor various structures, such as guns or factories or hangars, within a certain distance from it. The tower also projects a protective force field. You can build them in hisec, but you have to pay charters to the faction owning the system. In 0.0, you can use them to make a system yours.
Outpost - basically a player-owned station, which is just like the NPC stations in empire. Can only be built in 0.0 in a system you own.

In addition to costing a lot, and being a lot of work, you should also know that once your Outpost has been put up, anyone with a fleet can show up and not only jack it, but in fact rename it to 'Lulz, thankx 4 teh free station nub! Lollerskates!!!1!!'

He lies. Build an outpost, dont beleive that you need a POS to claim soverighnty, and I will come and say hello with my Dreads and give you a welcoming gift of ammunition.

Also exactly what is 0.0, It would be nice to know so i can go there sometime to build my outpost. also can a outpost be attacked, by either humans or npcs?

0.0 has no laws or CONCORD overwatch. Nobody to protect you, in other words. If you want to live in 0.0, you are all alone in the wildlands.
Don't put up a POS in 0.0 unless you know/are loved by the locals, or can defend yourself. You may receive visits from time to time.
You can put one up in Empire space, but eb1l corps can still wardec you and take your POS down.
Player owned starbases are expensive to set up and defend. Not really something newer players tend to do, unless you have the resources to spare, and experience. Re vera, potas bene. |

A POS can be destroyed, outposts conquered by other players.
Lately every 2nd noob comes around thinking about building thier own stations and whatnot. Let the vets tell you something: You cannot and will probably never be able to build such monsters on your own. You need friends, lots of friends and money to accomplish 0.0 settlement. This is also known as an alliance which gets usualy formed by several corporations which usualy consists of alot members = Lots of people. Alone, even with an zillion alt accounts and manhours available you cannot succeed in 0.0 - period.

so if i had the resources(i don't) exatly where could i build it other then 0.0 where can i build it because i think it would be fun to have one when i can and not have it be totally full game for anyone really which would stink.

If you had the resources, you could only build them in a 0.0 system you have at least Sovereignty 1 in. Also, when people say "lots of resources", they're talking in the order of tens to hundreds of billions of isk worth of materials, as well as the means to transport and maintain it, as well as the means to protect it.
A really big deal was made of a 40-man corp who put up a station. Like front page of eve-online.com big deal. That should put some of this into perspective. ---

Maintaining an Outpost or better the required POS infrastructure is not fun for the most people as it tends to turn into work.
Most people will never have an outpost/station under thier own command. So yes, assume that you might never have the 'totally full game'. See the other side, if everyone would be capable of building outposts they wouldnt be something special and we would run into serious space trouble very soon. Every 0.0 system would be settled like empire space. I remember what happened to Ultima Online, everyone could build his own house but the world was simply too small. So even the desert's and wastelands got spammed with houses. One door after another, metropolis style
