Latest Dev blog here.
So...9% of players live in 0.0 and 13% of players live in lowsec. Lets take a HUGE leap of faulty assumption and presume that not a single one of them are carebears.
That means that 78% of all the players in Eve are PvE oriented, and live in highsec. The various other statistics go quite some distance in confirming it.
Now...lets look at nerfs, patches, improvements, the rare buffs (which are really nerfs to other things).....
Virtually all of these things are aimed at the 0.0 players. Some of them apply to the lowsec players. Why is it that 99% of the content released / changed in Eve caters to the absolute smallest minority of players? If more than 3/4 of all players in Eve are PvE focused, shouldn't we get more things to focus on the majority of players?
Granted - the particular minority that we're speaking of are the absolute loudest, most vocal minority in Eve....but still the minority. The statisticians at CCP have spoken. The majority of Eve thinks that the PvP system we currently have absolutely blows and that PvE content is more fun and invigorating.

Newer players tend to stay in safe space.
It would seem that there are a lot of newer players so i think that data is skewed.

You could look at it this way, high sec offers enough already to keep the 78% living there, staying there :) Therefore, CCP is balancing.

If that's the case I'd guess that there are a good number of low/no-sec players with at least one rarely-used alt in high-sec, essentially canceling out their main in the count. I don't recall a distinction between "mains" and "alts" in the report, but I could be wrong.
Edit: Editing for edit. For the record, I don't agree with an Arena.

433k characters, 225k have less than 1 million skillpoints.
thats probably 50% of that 78% 'majority' that are total noobs.

okay going along with your post
what toys can be added that you can use for carebear stuff other than a better miner/hauler/salvager/ect...
i know there isn't a specialized salvager per say but a destroyer with tractor beams and salvagers with rigs is a pretty good one
where as the
HIC for example are needed to take down Supercaps in low sec as an example of new 0.0 toys justification

Balance within a game needs to be handled at the highest level that the game is played. It's the top players that really drive the direction of any game, and thus new content needs to be most considerate of how it affects the top level of players.
Eve isn't a game about the awesomeness of going out in your ratting ship and farming lvl 2-3 missions in Empire. That's what people wind up doing after they join, but when Eve is advertised, what's the #1 thing that gets brought up?
Territorial control. Free-roaming space. Player alliances. If you don't take care of that, the game as a whole will fail. --- What doesn't manage to kill you... has made a tactical error.

It is even WORSE than the OP states.
Just look at the figures again.
About 200k of the 433k ships are rookie ships and shuttles.
Neither ship is well known for its mining / ratting / mission / pvp prowess.
It can hardly be fair that the most common ship in the universe is so useless.
Can we perhaps buff shuttles up to say Battlecruiser capability and give noobship the same sort of role as Commandships.
This will help the game no end. -

There are artificial rules on what group is 'allowed' to kill certain groups of NPCs, zero-risk PvP that thus degenerates into 3rd person perspective Counterstrike, and the GMs enforce bans and warnings for actions such as 'interrupting the enjoyment of others'.
Eve, unlike WoW, is trying to be a game that rewards dedication and smart playing over raw time spent. Not tedious and long playing: *smart*.
It rewards the players that have the dedication to form the illuminati-like cults that are the powers in control of major alliances, it rewards players who are willing to take risks, its rewards are proportional to the amount of dedication one puts in. (note, here, that dedication is *not* for example running level 4 missions for 10 hours a day in high sec in a Navy Raven.)

What needs changing for carebears in high sec?
More abundant asteroids, and plenty of them? More missions? (Well, ok, a little variety wouldn't kill you here CCP.) More lab slots of various types? A better miner than the Hulk?
High-sec isn't focused on in patches... because... well... it's just not needed.

Besides your point of 78% Eve happens in high sec is invalid as already pointed out. 50% of the chars are noobs, alts, whatnot. If you take this into account you get different numbers: 18% are in 0.0, 26% are in empire low sec, 56% are in empire high sec. Which means roughly the half is in high sec, the other half is not.
Never trust a statistic you haven't forged yourself.
And you can't be right in your mind if you say that CCP haven't added anything to the industrialists. Look only at salvaging, rigs and t2 invention. That is A LOT of content for carebears and I am quite happy about this. Of course more never hurts, haha.
Edit: Arenas are stupid idea. If you want to fight, go to low sec or 0.0. Or set up some suicide op. Or ... just wardec some busy high sec corp

In any case..CCP are not shafting anyone. If you want to enjoy the toys that are only available in 0.0 or low-sec then no-one except yourself is stopping you going there.
Life is all about choices. If you choose not to participate in opportunities that are available to you then you only have yourself to blame. Stop whining about other people. Get off your lazy arse and go and do those things if you want to.
There's far too many people today who want everything handed to them on a silver platter.
I live in Empire because I can't be bothered to work hard to survive in 0.0 or low-sec. I accept that as a result I don't get to experience all that Eve has to offer. Luckily I'm not too bothered because it's only a game. In RL I work bloody hard and I reap the rewards of that. -- (Battle hardened industrialist)

Actually I'd say the majority are for 0.0, 2nd comes hisec players, especially mission runners. In dead last are the losec players with nothing but nerfs and content being denied to them instead of introduced for them... --

I thought the game was meant to involve risk vs reward, what the hell happened to that philosophy?
Theres low risk and high rewards in 0.5 to 1.0. Incredibly high risk and low reward in 0.1 to 0.4. And Moderate risk and Decent rewards in 0.0.
I live in 0.0 and can make more isk running missions in Empire, which I would do if they didn't bore me to death.
They need to sort the risk vs reward stuff out first, its pretty stupid to say the least at the moment.

OP, you forget about 1 thing; Most 0.0 dwellers will have MORE than one high-sec alt (I have 2 0.0 chars, 4 high sec alts).

Oh, also, the fact that most players are in highsec means lowsec and 0.0 need boosting, since they are obviously underpowered. It's like carriers are being nerfed because they are too good, everyone uses them. Thus nerf. Highsec is obviously too good, and needs a nerf :o
(Actually people need a reason to go into lowsec since at the moment the highsec roids are worth more than lowsec roids and lowsec missions don't really pay any significant amount better than highsec ones). Lowsec needs roids with higher yields but of the same types as highsec so that the lowsec roids are worth the risk. At the moment it's 0.0 or highsec.
