Good afternoon, C&P forum. This section of the forums is by far the most interesting for stories, and I have a thought or two to add as my first post. 
As a newbie trader with long runs to make, I've had conversations with a few interesting fellows over the last week or so - one of these people was a budding ore thief who seems to make quite a bit of money heisting rocks in hi-sec. He brought up an interesting idea one day while I was on my way to Rens.
From what I understand, ore thieving is done by moving miner jetcan contents into a self-jettisoned loot can which is then picked up by a buddy (or the same pilot in a hauler.) This is all fine, I neither mine rocks or steal them, but the interesting part comes next.
This particular pilot doesn't pick up the ore - he simply waits for the miner to take the ore back (and from what I know of criminal actions, this flags the miner to the thief's corp). When this happens, he returns in a combat craft and scrambles the poor bugger that he has kill rights on.
He tells me that there's better money to be made by ransoming a hulk or a bustard hauler than there is through refining empire ore. And on top of that, if push comes to shove, he blows the poor guy or gal up to find Tech II strip miners or expensive cargo expanders...It doesn't take a calculator to do this math; successful high-security system kills seem to be VERY lucrative compared to standard ore theft.
...and who's to stop the guy from taking the rest once the fight's over? 
I wanted the experienced players' thoughts on this tactic. Is it griefing? Is it legitimate piracy? Who's to blame, the thieves who take with little relative effort, deceiving the honest workers, or the honest workers who willingly take the risk of jetcan mining and then 'steal' back from an ore thief without backup? Is this still simply part of the game? 
If I hear more stories like this, I'm going to retire my Incursus and go train for a PVP cruiser and bigger hauler! Please, if you're going to post, I'd prefer if people don't outright flame me or each other - that sort of thing is what keeps me away from posts.

its legit, although many tend to look down on it because its "lame" others look at as baby piracy.

From my experience, it's not exactly the most common thing out there, as in finding a miner who will steal the ore back. Maybe I've just had a bad run with intelligent miners, but I have yet to be able to swing this. Just my outlook on it.

To the previous poster... It helps if you try to be very non-threatening when you are stealing in the first place. As to the topic at hand. This method of making Isk is somewhat hit or miss like most combat based professions. I can say though, from associating with a lot of players who do this kind of thing, that it's really more about the kill than the Isk. Blowing stuff up is fun. Blowing up poor little miners is even more fun. The ranting and raving and whining in local is priceless.
Just the other day one of my corpmates in a rifter flipped a can owned by the pilot of an Iteron V. The indy pilot took his stuff back, and I warped in with my Cerb and popped him. Now the funny bit is that he decided to come back in an Enyo, with no tank fitted, to take on a rifter and a Cerb. He went down in seconds and we laughed... a lot.

It's normal highsec piracy. There is no reason highsec should be exempt of darwinism - a jetcan mining hulk is either stupid or bait.
Highsec piracy is fun for a while , but unless you wardec corporations you will never hear the ever so satisfying squishing of pods.

Well jetcan mining is more efficient than using secure cans, as longa s there are no bigger secure cans.
But a miner has to decide yet if he wants more security (use secure cans or dock every time when cargo is full) or more efficiency (fill one or more jetcans and come back with a hauler later).
I wasn't theft very often, just don't mine in very crowded systems, or get a corpmate as a hauler who picks up the ore immediatly. And if you mine in Hulk and get theft, you should be very sure about what actions you take.
You can leave a can behind, thats not that big value you loose. Or you dock and come back in a ship whhich performs better than a Hulk in fight. I usually often put out my Rook and jam the thief/thieves so I can steal back the ore and they may not be abkle to blow up the can if I'm quick enough.

The official name for this act is called can flipping, just so you know.
I steal ore from cans purely for some fun. Hell sometimes I even contract it back to the victim since it really isnt that profitable.

oh another practice to consider is ore thief bating which is also a lot of fun.
We do it by sticking the barge in a populated area and start mining to a can. Fit a scrammer if you dare but itÆs not required.
Sit 3 of your corp mates cloaked (optimal range from the can), 2 in force recons and the other in a BS just in case the thief is in a combat ship (which hopefully he is).
As soon as he steals the recons de-cloak, scram and engage. The BS de-cloaks and engages if thereÆs anything left by the time he can lock :D
ItÆs always fun to give them some payback.

if highsec miners went and put bait traps once every so oftenit would thin these numbers out from my experience greifers arnet usually very good at knowing how to fight non-mining ships so some hillarity can ensue:D
