Your idea works as at the almost complete expense of player freedom. Obviously your massive intelligence stems from your ability to create paragraphs.
Yes you can use 5 alts to try and claim all the bounties.
To do this you would always need a separate screen with an alt logged in watching the bounty boards from the point after you killed someone. So lets assume you have no life, and your waiting for that contract to pop up on screen. Odds are you could be waiting up to 3 weeks, (giving you the benefit of the doubt that someone doesnĘt bother posting a contract in the last week it could remain) and its possible that it could take up to that long considering you just killed and robbed the target.
Finally you see the contract and you manage to claim it before the hordes of other contract grabbing bounty hunters (again giving you the benefit of the doubt.) Then if you blow yourself up you wont make a profit, of course you are a registered criminal, so you would take a massive loss and possibly weeks of clone payments to make. Instead you either farm your way back up to pos sec standing, or to give to the benefit of the doubt again, on time, you go to 0.0 and blow yourself up. This is assuming that the bounty is high enough to claim on.
The problem is, if you are a pirate, in that 3 weeks you were waiting for that contract, you have killed 50 people. 25 of those put bounties on you, small ones of about 20mil each, totalling to 500mil. But using you 5 alts because you some how managed to beat all the bounty hunters to the contracts, and managed to carry on playing and pirating whilst keeping a constant eye on the bounty boards. But assuming all of that, you still get the 5 contracts and so cut the bounty by 100mil. Then you go to 0.0 with and your alts destroy your T1 battleship, for each contract and pod for the bonus.
In the time you made that money you could have pirated more people for more cash, farmed for your money or pawned some ore or victims loot. Mean while whilst your doing this, 20 other hunters have tracked you down and are handing your incredibly intelligent backside to you.
If you can really make it work with hordes of alts and watching the boards. Odds are you not really playing the rest of the game. There is too much Risk, Time and effort to put into it for it to be a profitable busyness, considering to make it work on a large scale, you would have to constantly kill on a large scale, watch the boards on a large scale and beat hunters to bounties on a large scale and travel to 0.0 and nuke yourself on a large scale, whilst hiding from the large scale bounty hunters who are hunting you because you killed so many people so you can watch the boards so you canąą..
You get the idea.
More likely, you kill one guy, if your lucky get his contract, then go pod yourself in 0.0 space and make a loss or a small profit.
This idea does allow smaller bounties to be placed on one target, which can mean a smaller jackpot, but killing an immortal once isnĘt the point in an eve universe, costing him what he has is the point.

As a pirate for as long as I can remember, I read through this and was going to give a lot of constructive criticism.
Then I saw how you reacted to anyone who even remotely criticised your original post with "blah blah" etc, and a hostile attitude.
Overall, it's a bad idea and would need a hell of a lot of refinement.

First note that the only one i reacted to that way was to the one that didnt actually offer "constructive" criticism.
Criticism is fine, if floors can be found, point them out. This entire idea is now a combination of many peoples ideas on how it should be. But im not going to just listen to someone moan about an idea (mine or someone elses) without actually reading it properly or offering a possible solution. I will simply respond at the level of their own post. (hence the "blah blah") -------------------------------

Why do you have the insurance premiums increase, rather than payout decrease?
Seems they could get the insurance for a few ships while at a higher sec status, then suffer less loss once they've trashed their sec and started getting hunted.
Still, it's good to bring up the idea of selling/contracting kill-rights. I mean that is just basic IMO.
Keep tweaking it, getting some good feedback here.

Forcing people out of stations and charging them extra ISK for services is idiotic and promotes metagaming with alts even more, and we don't need any of that asshattery.
EvE doesn't have that many pirates anyway. We're talking about, what, 3-4K people with sec status smaller then -3. Not having the ability to travel through high-sec and having to use the annoying alt business to sell/buy stuff is annoying enough for most.
Furthermore, people already have all the incentive to kill pirates and pod them, because it's fun, you get a corpse to play with, and incur no sec status hit at all.

regarding the bounties are not worth placing as they won't increase likelyhood of criminals getting killed issue:
how about a new starmap filter, "wanted", and filters to determine what size bounty will be visible. would work like "fleet members in space". this way, everyone would know the whereabouts of a wanted player and bounty hunters would have a neat tool for locating their prey. this could be modified to include locator agents, like, do something for (or pay) a locator agent and he will set you up with a time limited map filter for constellation/region/every region.

So god dam complicated, why not make it fun if you want CCP to do all that work have it so you tractor the guys pod into your cargo and bring him in for the bounty :)
