Firstly let me state that I am a complete noob to Eve who has only been here a week or so, but I am very experienced in other MMORPG's and have seen the same arguments crop up in all of them over the Trading/PvP thing. My point is this:
As a noob I feel my gaming experience has been completely ruined by miners enforcing there style of gameplay on me, that is to say strip mining the starter systems. Today I flew to all sectors within 6 jumps of my starting point and couldn't find one asteroid. If this had been my first day in Eve how long does anyone feel I would have kept playing for? Is this anyway to attract new players to the game? As you are all aware, mining is essential to the new player so when is CCP going to do something about this? These guys should be removed from the game as they are effectively 'grief mining'
Okay, so the above statement is a little tongue in cheek but hopefully most of you will see the point. And yes, I am a genuine noob and this is happening right now.

Yes, sadly this is so. It is about as hard to find a decent roid in starting regions as it is to find an available research slot 
I like the idea to put some noob systems with plenty of ore behind jumpgates that only let players below a certain amount of skill points through. That way no BS flying strip miner can get to them

While yes I might agree and say that minning is essential for new players... I can not agree. When I started I was directed to my agent from the tutorial. From there I made all the money I ever needed with out having touched an asteroid.
Up until recently I started minning to get ores for my battleship. So, I guess if one way doesn't work, Just may need to look in other directions. ═════════════════ ½½½ I R Fabricator! +++ ═══════_ |

Excuse me.
Yesterday i started another char on my 2nd account. As i was bored, i wanted to do tutorial missions, just to raise the Gallente standing to 2. Pointless, but like i said , i was bored. Then the tutorial agent gave me the mission, acquire 333 units of veldspar. Ok , remembering my newb days in kisogo bit more than a month ago, i went to the nearest asteroid field. No roids, apsolutely no roids not even the smallest ones, which were abundant in kisogo 5 or so weeks ago. I spent 30 min jumping around, until i stumbled on a .6 system that had some roids left. So i mined the veldspar while dodging serpentis rats that wanted to shred my poor velator. So, the good thing is, it encourages newbs to go explore the universe around them. Do they need to jump for 30 min to find a frigging veldspar roid. I dont think so.
Now i could just have bought the veldspar. But some wiseass was selling veldspar @ 10k\pcs 3 jumps from starter system, and no other stations were selling it anywhere close.
So pls stop the bull****, and give new players a chance. ----------------------

Haha, yeah they really need to protect the newbie systems from marauding battleship miners.
Perhaps NO characters over 4 weeks hold can mine in 1.0?

I suggest a special story line event:
Leaders of the major factions became alarmed by strip mining activities in important systems near empire capitols. Navy officials worry about the risk of basic mineral shortages in the time of war. As a results, all faction leaders signed a special Act, enforcable by CONCORD, which limits the the amount of ore allowed to be mined by each individual within specified systems. Each individual will get a quota of 10000 ore units per month in systems with security rates of 0.9 and 1.0.
Just make lasers automatically shut off when that limit is reached. A notice would pop up explaining why and directing player to lower security system. It would be more fun if CONCORD showed up and communicated with the player, but this game dosn't support communication with NPC ships

This game does support communication with npc's.
However, it is a non verbal form of communication known as ammo and missiles. I think Concord should make its point using this form of communication. Otherwise, I think the idea is good.

Only allow characters in starting corps to mine in 1.0 - and exclude those who have ever belonged to another corp.
The 1.0 systems belong to the governments, anyway, and only a few select corps (such as the schools) should get permission to mine there. ------------------------------------------- "My main griveance with the Caldari state was that once I had finished my work for them, they wanted me dead."

I think you are on to something here. Not sure about your numbers, but I think this should be looked into.
