Hi I have some question about Concord. How strong is their warp distruption strenght. Does it help if I put 1 wcs in my low slot? And if Im with bad standing and warp somehow to planet or belt how fast will they react ?
Any info is welcome !

You cannot dodge concord.

Concord shows up, you are dead. All ships scramble you, all ships nos/neut you, all ships jam you.
Standings has got nothing to do with it at all. Basically, in 1.0 space, it means instadeath, in 0.5 space you may have around 20 seconds before they show up, and when they do you die.

Tnx, but is it true that only warp scam can be active same time ? And 20s is enough time to kill smth

There is no escaping concord, if you did something to **** concord off you will die, if not then its considered an exlpoit.
in 1.0, concord will show up about 10~ seconds after the initial agression.
in 0.5, concord will respond after about 25~ seconds.

20s is enough to kill something, yes. Just make sure you have an alt to pick up the spoils.

OK thats all that I needed to know. How fast will they get a lock on you ? If Im in destroyer is it possible to warp to belt from stargate. Is destroyer that fast?

I don't think you're asking about Concord. Concord show up if and only if you have a global criminal flag (you do something illegal).
If you are an outlaw or have bad standing to a particular faction, then faction police will spawn (4-6 depending on some random factor).
An frig or destroyer can easily avoid them by warping, but they will spawn anywhere in system - warping to an asteroid belt will just mean you have to warp out of the asteroid belt before they catch you.
Their DPS is pretty rubbish, tankable in a bc, so if you do get caught at the gate in one of these ships you can slowboat (doubled webbed) back to the gate. If you have a drone ship you can speed your progress by launching drones before the police aggro you - the police may web the drones leaving you to approach the gate unhindered, or otherwise the drones will defend you, blow up the offending policeman, and give you a short space of time to proceed unwebbed before his replacement spawns.
It used to be that once you killed the first spawn you could warp around in the same system unhindered, but apparently that was a bug _____________________________________________

OK, but does this mean that if I manage to warp off to belt then I have some sec before the faction police arrives ? Also I want to know what happens if I pop someone (player) in hisec

I'll try again.
If you attack another player in highsec you will be attacked by Concord. They arrive very fast in 1.0 space and you might get 20seconds in 0.5 space but they DO arrive, and then you die. If you warp away they will spawn again at new location, this time a lot quicker, and then you die. In short. Attack in highsec = Death.
If you have low standings with a faction and enter their space you will be engaged by faction police, this you might survive. If you manage to warp off, they spawn again at new location, you probably won't survive this as you are going to be scrambled and have no escape since you left the gate. They will keep coming until you have died or jumped out of their turf.

Escaping or any other method of not dying to CONCORD after being criminally flagged in high sec is considered an exploit, this is correct
...but the actions that get you concordoken'd are perfectly legal
