...in Jita. What's the going rate for this kind of work? The target flies a cruiser, usually. No more info given in open forum. What's the going rate for this kind of work? Contract MUST include that:
1) He be liquidated while running cargo - to be described later. 2) I get the entire cargo, 100%, regardless of value.
Optionally: 3) I'll pay a bonus of 25% of the value of his implants if you pod him.

You seem to be slightly ill-informed as to how this stuff usually works, so I'll try to help.
#1 is no problem, a lot of people will help with that. #2 is an issue. If his cargo is worth more than you're paying for killing him, why would anyone just not take the cargo and forget about your contract? :)
And there's no way to know what implants he has in. Hell, someone really clever could contact him and arrange to suicide him while running very small value cargo and then 'say' he had a full set of pirate implants in his head worth 3-4b isk.

I figured that the hunter's intrest in protecting his own reputation would contribute to #2. I also figured that the particulars on that one might be difficult and would cost me. The contractor would be informed of the cargo this individual runs and I would make my decision based upon their price.
For the sake of stabilizing negotiations, let's say ignore the implant bonus situation and just require the podding. I'll pay fair market price for the cargo, but I want the whole thing. Fair market price to be determined by what would be paid to acquire it all in one system. That way, the hunter gets a good price, doesn't have to sell it all, and I get my trophy.
Any takers?

First off, 50% of the cargo is destructed with the ship. Secondly, why would they bother podding him, losing a godawful lot of secstatus, and requiring another ship(normally) when they've allready got the payment? To avoid the trip to Jita and sell the goods? No wait! And about the reputation, Mercs and pirates are a rational and profithungry bunch. They don't pod people to become popular but to make a profit. If your suggestion makes them less isk then violating the deal.. they'd be considered carebears to keep the deal.

Actually that is a pretty big difference between pirates and mercs. A mercenary would not do that as it would sully their reputation which in such a business is golden. There is no substitute for a reputation for getting the job done in the mercenary business. If you are tagged as being able to be either bought by the opposition after accepting a contract or violating any other contract terms you are going to lose a lot of custom.
That said some mercs will walk the line between being a merc and being a pirate. They will still be hired - but they won't be trusted by everyone and they will not get certain contracts due to their reputation. I am sure it is a very profitable line however, but one that serious mercs, who are serious about reputation, would not walk.

also losing loads of sec status and might not be abel to get into high sec after your 20mil?
