Ok this no way implies this is me but I know a friend who has recieved large ammounts of isk due to one of his freinds buying it then gave it away as he didnt like the game. Now whats happens if
A) the reciever of the isk gets found out, (do the GM's take it off him even though he has spent it ships etc
B) in general the owner of bought isk places heaps of buy orders do the people who sold the stuff get penalized of just the original illegal isk owner.
Thanks for the help im trying to prove that this may effect him after he gets found out, i dont want to report him due to been a RL friend but it still annoys me that he thinks just cause he didnt buy it it wont effect him.

Your "friend" would be well advised to contact the GMs and 'fess up.

have your friend make a petition along the lines of "this isk was sent to me by someone I don't know and I didn't ask for it. is it OK to keep it, any problems?
setp two, make sure they have not Spent the iskies! maybe that should be step one and step one becomes step two.
step 3 is of course to wait for reply, or for the iskies to un-appear.
praying to the deity of your personal choice might help?

If he gets caught after spending it, he'll end up with a negative bank balance (that is if he spent more than he had before he started)

Dirty ISK is always removed from the game, regardless of who ends up receiving it. Some people have even lost money from items which were sold on the market, and were not reimbursed for their items after the ISK was removed. FURTHERMORE, if you spend the dirty ISK, the GMs may remove the ISK from your wallet, AND remove items you purchased with it so you end up losing more money than you gained.
Long story short, if you think you may have acquired dirty ISK, petition it just to be safe.

And now it is a simple task for the first dev to see this to check what account is tied to the posting char, then what accounts are tied to that cc and the investigation can begin!

hmm, but couldnt that be easily circumvented?
Buy an account with gametime, create a char, buy tons of money and fill some buy orders of your other chars (1 carbon = 100 mio for example, ok a bit too obvious, but you get the point). Then let CCP remove that money from the char (negative balance). But who cares? You just dump the char anyway as the money has moved to your main via market transactions anyway. If they would remove the money from the actual sellers of the items (given that its a valid sell order from serious people), I would be ****ed if I was that particular seller as I cant know by any means that the buyer of the item bought the ISK hes spending on it. Is CCP realy doing that?

Yes. If you're making dozens of contracts to sell 1 missile for 100M ISK that magically all get accepted by the same character, then it really is pretty damb obvious what you're up to.

The entire amount of the isk will be removed from his account. If he was given say 10billion isk by his friend and he spends 5billion on a carrier and fitting then the FULL 10billion isk will be removed from his account leaving him with -5billion negative wallet.
Which trust me is a nightmare! You cannot do the simplest of things, even making a sell order etc is barred as you cant pay the fee

The likelihood is sod all will happen.
After all if CCP were serious about hunting down isk buyers and sellers a good potion of the player base of eve would be gone.
Game farming is a fact of life, no matter what penalties you impose players will still do it. Especially when in reality it has not impacted on gameplay to the same level as say NERFs have.
Just so you know I don't like ISK farmers either and have looted their cargo cans many-a-time. The truth of the matter is CCP turn a blind eye to it, why? Because they pay subscriptions far more than regular players. In fact I'd say out of any single group in eve, farmers probably pay the most in subscription fees.
CCP is a business and as long as people pay they don't really give a crap with you get up to in eve, as long as it doesn't result in a court case or bad publicity.
I remember exactly what happened when a CCP employee was caught playing in BOB alliance and supplying them illegal blueprints, nothing was done. So why should CCP bother with ISK buyers/sellers?
