Name changes are only allowed if the name is "inappropriate", say for example if you had a name that was causing you trouble in game because it turned out to be an extremely offensive word in another language then CCP would likely change it. Other than that changing your name would make it harder for people to track you down if you have a bounty on your head for example as well as a few other things it would mess up in game.
It's not worth the hassle. CCP won't ever let name changes and they where VERY specific about this from the start.

I'm all for this. Recently in our RP corp we had a new member join, but we have a name policy for RP friendly names. This would be a nice option if someone wants to take their character more seriously (RP-wise). Maybe make it a 'once a year' deal though.

This isnt some crappy grindemup mmo where you delete and make a new character every 2 weeks.
In eve your name is everything. You name gets spread arround, weather your a competative T2 producer, ebil piwate, corp theif etc

I agree. If you look at my name you will see it's a merge of both Icelandic and Celtic names from thousands of years ago in an attempt to get an original but cool sounding name that would actually work as a real name. HOWEVER! People in EVE could be using code names to hide their real identity for example, hence why such stupid names are allowed. Personally I would have liked all names to have been specifically 2 words and real workable names but we can't always get what we want.

There are reasons to have this, and reasons not to. Some have been posted already supporting the idea, but here's a reason not to: Characters develop reputations on Eve, and changing the name erases that. For example, corp thieves.

If there was a tab on the character sheet for name change history, that would address the concerns about corp thieves and other people trying to run away from their past.

Ok. Making name changes allowed but having a "paper-trail" and only allowing them every so often. Maybe even requiring an ISK payment for the new 'fake ID's' could potentially work.
