The only information to how the new Black Ops battleships are working, seems limited to none. After testing a Redeemer on the Test server I was able to conclude 2 things:
1. With Black Ops lvl 4 - Flying cloaked gave a top speed of about 51 meters per second. Obviously being hit with the 68.75% speed reduction penalty from the Improved T2 Cloak. Can that be totally bugged or what? If not then its useless to have 125% to cloaked velocity per lvl as a bonus.
2.Also it seems the cloak (Improved T2), which carries a -40% scan resolution penalty, really kind of negates the fact that the ship can supposedly lock instantly after decloaking.. So you can decloak, lock a target with 2 SensorBooster 2's running, and still have a terrible lock time since the cloak is negating some of the sensor boost u have fitted.
Are the 2 subjects above the same on the live server or is it just something has'nt been corrected on the test server?

I'd say that's bugged. On TQ (and in tests on SiSi prior to the Trinity release), my black ops goes faster cloaked than uncloaked.

This is an issue with black ops, period. One of two things really needs to happen here: either black ops need a role bonus that removes the scan res penalty, or they just need the ability to fit covops cloaks. -Wrayeth n00b Extraordinaire "Look, pa! Did you have scan resolution scripts in the sensor boosters?
If not, they give a pretty weak scan res bonus. -- Support fixing the EVE UI | Suggest Jita fixes

Yes each Sensor booster was running a scan resolution script also....

This is not a bug, it's just a question of how calculations. I've worked out the formula back a few months, but I don't have it at hand. If you'll accept it at that, both stealth bombers and Black Ops go faster cloaked than not.

Somewhat flawed way of looking at it, it voids the first seconds of recalibration, which is an advantages over all other ships with the same cloak. It won't lock faster or as fast as with no cloak, but that doesn't really have anything to do with it?

Well if you are telling me that flying cloaked at 51 mps is normal, yet the ship uncloaked flies at say 147 mps, then it obviously doesnt fly faster cloaked... My main questions here led to the fact that i tested on the test server and these errors seemed to be in place. It was my asking if the live server had the same issues, and as to the response from the first reply, I am assuming the cloaked speed works in Tranquility...
I also failed to mention in the original post that for problem number 2, The sensor recalibration bonus after de-cloak also did not work for 3-5 seconds after the decloaked state was achieved...

I can confirm what Wrayeth said - definitely faster on TQ in my Redeemer and its very easy to test that. Having the scan resolution penalty is a pain but there are imp cloaks with less penalty out there and it seems rather weird to not fit them on that expensive a ship - same goes for sensor boosters - why use t2 on this expensive a ship? All in all not the best ship I've built myself tbh - the huge number of jammed systems nowadays in some regions removes the tactical side and just leaves an underpowered sniper from my tests so far. But then with the huge capital fleets its no surprise.

tbo it seems as these ships are a bit too pre nerfed and are due for a boost of some kind in the future, if they dont develop another role then their lame duxk jump bridging or get signifigant improvements to it these things will see fairly limited wide spread use.
and the scan resolution thing is a joke, especially with the script nerf, that needs to be sorted asap.

Agree. Think if they had been implemented, them with their "full", or at least a usefull potential, the effect on the game might be a bit too harsh, or maybe leads to "unintended use"...
So they are implemenred as they are now, giving enough people the opprtunity to train for them, and wait until Prices have levelled out, so that enough of those ships are ingame.
Then they might be getting unnerfed/changed - slowly and step by step. But maybe its just the cake that is a lie.

I can confirm what Wrayeth and others stated above. I tested this shortly after getting my Sin on TQ.
Sin (Dominix Variant) with Black Ops Battleship level 3.
Combat Speed (NOT Cloaked) 158m/s
Combat Speed (With Improved Tech II Cloak ACTIVE) 168m/s
The Speed Bonus is working as intended. My suggestion is that either your ship or module is bugged, and you'll need to repackage them. If you already have rigs fitted to the ship, petition it to get it fixed.
I can also confirm that locking time after decloaking is horrible. Time to find a named Cloak!
Considering the fact that this ship fly's with Covert Ops, Recon, and Stealth Bombers, I believe that the ship needs some tweaking.
I'd prefer the option to fit a Covert Ops Cloak of course, but if that's not possible, then give them a bonus to complete negate any scan resolution penalty from fitting a standard cloak. __________
