Mercenary work in EVE sounds great, but applying it practically isn't.
There are two ways of following your deal of the contract on a player:
- War decking his corp (unless in a noob corp)
- Follow around and wait for the named person to enter low sec
Both of these can prove to be very unproductive, hence I though of the idea to buy kill rights on a single individual without having to war deck a whole corporation if/when possible. This opens up a new field of mercenary work, as assignments can be put out player vs. player.
This way, mercenaries could more easily follow up on contracts put out on single players, and might even restore some faith in mercenary work in EVE.
Buying kill rights: procedure I'm thinking something like 10m ISK / week, payable to CONCORD (guess it'd have to be) and only one contract is available per person at the time so that you can't have 8 different people buying kill rights on the same individual, since that would be unfair to say the least.
Thoughts?

contracting kill rights would be nice
but there are some open questions: - will i sell my killright to someone, or am i going to pay someone so he will execute my killright - is the killright gone once the target is killed, or does it remain for the specified time - if i sell my killright (either +/- isk) how could i prevent an alt/friend of the target to buy it
i would rather prefer a working bounty system (one suggestion is here: New bounty system idea) and the possibility to convert my killright into a bounty (amount depending on the loss that i had / the money that was destroyed), without having to spend money.

I'd actually like it if I could buy personal kill rights versus a person, but I imagine a lot of freighter/etc pilots would be incredibly unhappy with this ;)

so like mini personal wars?
I think this would make people that want to war dec noob corps happy.
because you wouldn't be able to war dec the corp but you could war dec that dumb **** you really want to kill.

Exactly, and that's the point. How many times have an entire corp been decked when only rly one person was of interest. And it would support the 1on1 principle as only one given person at a time can have kill rights on an individual, hence avoid blobbing.
Let people settle their disputes, either consensual or non consensual.
I can imagine a lot of can flippers and ore thieves who'd get a contract put out on them

Yes, I support this idea. personally I had some enemies get away because they were in a huge corp and I have no problem with them just that member. It would stop people form run to a npc corp for protection ----------------------------------------------- Drakeal inc. Recruitment |

Agreed ;-) Soooo where is my 'hitman' for hire ? C'mere mister I am in need ;-). I support this for the simple fact that not all corps are bad, including pirate corps *shudders, but then again I'm no angel ;-). If this comes to pass in the near future it would change the face of the game completely. But then again I hope it doesn't disclude the 'choice' of that ever satisfying war dec too ;-). Safe flying

I think killrights should be contractable too.. But you shouldn't be able to just buy killrights against someone.. (a concord bribe?)
If xyz person steals from you or kills you, you then can create a contract just like selling a ship. You're selling the rights to kill xyz person..
More over, I think it should be for BOTH positive and negative amounts.
Meaning, xyz person kills me. I'm ****ed.. so instead of trying to sell the right to kill him, I'm gonna PAY to have him killed (negative money).. (an extension of the bounty system but through the contract system)
Or, pdq person kills me and I know he is a high priority target to some corp. I can then contract that kill right to someone in the corp who wants it for positive money.. ---

I like it. I like it a lot.
I don't think paying for rights to kill just anybody would be good. You'd just find people buying killrights for people who fly expensive ships, or ships likely to be carrying lots of goods.
Selling your own killrights for money, or paying to transfer a killright to someone you're also going to pay to kill the person. This system sounds awesome, and will surely breath new life into the idea of a bounty, considering the bounty system is just a second way of giving the object of your rage free money.
However, killrights is very limited thing to base this around. I recently hurriedly bought some assault missiles in Oursulaert, without paying attention to the price. Seems a disreputable character called Emily Thompson is buying assault missiles, taking them to Oursulaert, and selling them for tens of thousands of ISK. I don't have killrights on her, and she's in an NPC corp, but I'd sure like to hire some mercenaries to sort her out. How do we sort that out? If we do, how do we solve the problem of the dichotomy between the mercenary and the contractor? Me and my corp are perfectly capable of dishing out the pain ourselves, but we'd be paying mercenaries because of a game mechanic limitation, right? Why couldn't we just sort her out ourselves? You'd need to establish confirmation of grief, a process which can't be automated and thus must be carried out by CCP employees.

I think it should only be if u wish to sell killing rights to someone who has done wrong by u. Having it so u can buy killing rights to just anyone in local seems abit unbalanced to me. If someone is griefing noobs in their HAC the noob should be able to sell the killing rights to that griefer. If thats the implimentation u have i am 100% behind it. I think there needs to be some kind of expiry though, say a week? I also think that the price for the kill rights is whatever the person selling them wants. Would be good to have a perk for being the victim of griefing.
