Many times we hear about corps that became victim of a so called corp heist. A corp has no chance to counter or to prevent such a theft. The only known option is to lock for example BPOs and a careful assignment of user rights, but even this won't help due to the corp thieves nefariousness meaning that they will mime to be your friend until they got the needed user rights.
Of course there are things like bounties or you could maybe just hide some mercenaries, but to be honest a corp thief won't care about such things. Jump clones deliver enough mobility to escape while mercenaries can't operate within high-sec systems except they start an empire war which on the other hand could easily be dodged by the thief by joining a starter corporation. So, there is nothing to loose for the thief but a smile upon his face while taking a bath in his dirty ISK. What is needed is a law enforcement system and this exactly is what I am now going to introduce.
law enforcement system:
Characters and ALL characters who can be linked to a corp heist can be prosecuted by the rule of law to prosecute a villain you will need the following:
1) CEO of the aggrieved corporation (plaintiff) 2) CEO of a corp with at least 50 members (1st arbitrator) 3) CEO of a corp with at least 50 members (2nd arbitrator) 4) the arbitrators are not allowed to be member of the same alliance 5) an administrative charge being paid by the plaintiff based upon the duration of the prosecution - 1 week law enforced prosecution: 100.000.000isk (100mil) - 1 month law enforced prosecution: 1.000.000.000isk (1bil) - 1 year law enforced prosecution: 10.000.000.000isk (10bil)
The law enforced character will be eve-mailed immediately by for example Concord that he will be as villain after the next downtime. The eve mail will contain the name of the plaintiff and the arbitrators. Law enforcement will contain the following punishments:
a) The villain will not be able to dock on a NPC station that has a high standing towards the plaintiffs corporation. On docking attempt he will receive a message like: "<NPC corp name> rejects your docking request due to legal circumstances. Please leave the security sector of the station or you will be fired upon."
b) A prosecuted character will no longer be able to enter systems of 0.5 security status or higher. Concord will immediately intervene and prosecute.

Too harsh? I don't think so. Even Robin Hood who is considered to be a "good" villain had to hide within Sherwood Forrest

Concord only operates in high-sec. The thief can still live in low-sec and 0.0
Cool idea, many flwas, but still interesting.

Overpowered in which term? Of course this system could be abused, but this is what I'd call corruptive NPCs ^^ To prevent too much of such corruption you could just raise the prosecution fee and/or adjust the duration of the prosecution. |
