This topic needs some love from the devs. I would also like to have an EvE benchmarking utility, should help in finding bottlenecks and planning future upgrades.

Good idea, a simple emulation of all the major aspects of the game is what we want.

On the right track but very far from it. That is a simple cross reference from what CCP recommends and your system.
What I am looking for is an in-game benchmark so I can gauge specific hardware and hardware settings.

Currently, we do run internal benchmarks on the client to determine various metrics about the performance of the client, such as memory footprint, cpu usage and other similar variables, which we use to determine the overall performance of aspects of the client. Further to this, we have had a brief internal discussion about a benchmarking utility for the players, but at present, it's not on our horizons.
As you said in your opening post, the trick is to get a consistent environment to work under, that is reproducible on demand, so that the tests are valid over time. To do this in the client isn't as straight forward as it seems, unfortunately, and as such, it's not something that we're actively pursuing.
