What do you mean by perfect CEO?
Perfect CEO would have every skill in-game
As for corp management related skills: Ethnic Relations - Enables you to have other races in the corporation upto 20% per level Corporation Management - 10 players per level Megacorp Management - 50 players per level Empire Control - 200 players per level Sovereignty - 1000 players per level
All those skills require level 5 from the last one (except Ethnic Relations).

To create a CEO character/alt (not necessarily a good CEO) you should look at the following skills...
Corporation Management: +10 corporation members allowed per level. Empire Control: +200 corporation members allowed per level. Ethnic Relations: Extra 20% corporation members of other race than CEO allowed per skill level. Megacorp Management: +50 members per level. Sovereignty: +1000 corporation members allowed per level. Public Relations: Skill at managing corporate offices.
A character that will be used in the field (instead of simply holding a Corporation) may also need...
Anchoring: Skill at Anchoring Deployables. Starbase Management: Skill at setting up Starbases. Starbase Defense Management: Skill at using starbase weapon systems. Allows control of one array per level. Arrays must be placed outside of the forcefield to be controlled.
Also, whatever skills you need to operate your preferred race's industrial ship (Iteron V, Badger Mk.II, etc).

also dont forget about CFO training
Skill at managing corp finances. 5% discount on all fees at non-hostile NPC station if acting as CFO of a corp.
not 100% on this one but I beleve that it helps with the cost of offices and some other things.
also if your corp is going to do any selling its a good ideal to traain up all the trade skills that way one toon can do it all --------- Beware my friends, as you pass by As you are now so once was I As I'm now so you must be Prepare my friends to follow me |

Depends on what sort of Corp you want to run.
Train Corp Management skills according to projected needs.
If you want an elite team of Mercs or Pirates (say, 20) you don't need that much in the way of Corp Management.
If you want to build up a significant Alliance and take on BoB someday, you should train your Corp Management as you acquire more players/resources.
Anchoring is essential in this scenario for your POS(s). The member threshold skills you can train as you approach your current threshold.
