Except someone above, the rest of the replies look like they have being made from people who don't play EVE, but WOW.
There isn't any character rolling requirement or bonus on something
Make a character, who looks as you want (different races have different looks) and train the correspodent skills. If you don't like eg missiles (i used but not any more), just train something else. No limitations!

Well, true. except that each race has a difference in the attributes you get (perception, willpower etc. etc.). So it does make a difference what race you start with in terms of speed for training skills.

I didnt go for attributes. I went for looks. Thats why I picked Sebestior. Perfect look for Modesty Blaise

You have to think about the future! Who is CCP going to nerf next? Because of this, I say go Amarr - it's impossible for them to be nerfed further
