When I first log in, I get a stable, vsync capped 60FPS. The framerate graph looks about like this:

where that line represents 60 FPS.
The after a session change or using a second client or something (I haven't isolated exactly what causes it my framerate will drop to 15, 20, 30, or 35 FPS with the same horizontal FPS graph, only farther down the graph:

Sometimes the game runs fine @ 60FPS for hours. Other times it will inexplicably drop to 15 FPS while looking at the same scene.
What seems to be happening is the game is not fully utilizing the CPU even when maximized and the game has focus. That is, normally it uses about 50% of a dual core system (when it's working normally and getting 60FPS). But when it starts doing it's 15 FPS crap, it will be using 10-20% of CPU while the game is maximized and has focus.
I originally though this only happens with premium graphics on, but this is not the case. It does this on both classic and premium. -- Support fixing the EVE UI | Suggest Jita fixes
