When I first log in, I get a stable, vsync capped 60FPS. The framerate graph looks about like this:

where that line represents 60 FPS.
The after a session change or using a second client or something (I haven't isolated exactly what causes it my framerate will drop to 15, 20, 30, or 35 FPS with the same horizontal FPS graph, only farther down the graph:

Sometimes the game runs fine @ 60FPS for hours. Other times it will inexplicably drop to 15 FPS while looking at the same scene.
What seems to be happening is the game is not fully utilizing the CPU even when maximized and the game has focus. That is, normally it uses about 50% of a dual core system (when it's working normally and getting 60FPS). But when it starts doing it's 15 FPS crap, it will be using 10-20% of CPU while the game is maximized and has focus.
I originally though this only happens with premium graphics on, but this is not the case. It does this on both classic and premium. -- Support fixing the EVE UI | Suggest Jita fixes

Only thing I can think of is laptop graphics cards.. they clock down to converse battery

Nah, thats not the case... Similar problem is described in many topics if u look deeper in this forums. I got same problems, and only game client restart helps, and after some time weird FPS drop occures.

Same issue also not running a laptop. I have a 2.4 duo intel with 4 gigs of ram and 2 7 series nvidias. I get 20 fps then 150 it fluxuates and I cannot figure out the cause.

You should try monitor your hardwares for overheating!
ive had that problem once, and everytime my cpu got to hot! it automaticly turned it down to 50% power, meaning less food for the machinery! and yet still a stable fps curve as you said!
maybe its that maybe its not! just my tip!

I have the same issue when running two or more client under Vista64. The framerates are nice for a while until suddently it drops at 15fps on one of the client.
This is under Vista64 with 4Gb of RAM, 8800GT 512Mb and Q6600 @ 3Ghz
Under WinXP it's all good.

Why dont they roll back the last patch ( pre boost) and add fixes 2/3 at a time every second day during DT to see which "fix" is causing the lag as they go.

C2D 3ghz, 4go ram, 8800gts 640mo, Vista x64. Premium or classic, same problem.

Same problem here, running 2 classic clients in windowed mode, under Windows XP. It works fine for an hour or two, then just slows down to 10-15FPS. Mine also doesn't use the full core (uses 20-30% when it should be using 50% or one core per client)
My CPU, chipset, and graphics card temps are normal (and I have the cpu throttling disabled anyway). Other games have no problems like this either, only Eve is having problems. I have the latest chipset/cpu/video/audio drivers (and audio is disabled anyway). My specs are: Athlon X2 4800+, 1GB PC3200, ATI X850XT, WinXP SP2 (freshly installed 1 month ago). I borrowed 1GB of RAM from my brother's computer thinking that might be the problem, but 2GB seemed to make no difference compared to 1GB.
It's just a bizarre problem that it would stop making full use of the CPU like this, sometimes it takes 2 hours, sometimes 45mins, but in the end it always happens (since the patch). Manually setting the affinity for each client doesn't make any difference either.
It usually works fine for 90mins-2hrs, but us die-hard eve players play a lot longer than that :), and it's annoying having to suddenly restart your clients in the middle of fleet ops, etc.

If you look at your defect, you'll see that it's been attached to another defect relating to the same issue, so this is being looked at.
