1. Stop trial accounts from speaking in public game channels (eg trade, missions, etc). Would need to still allow Local, Help, Corp and player-created channels.
2. Add a right-click Report as Spam option on text in the chat window. After 3-5 reports, the pilot is muted and flagged for GM attention. Silencing the enemy would require the person to say something in Local. No smack, no silence :)
2a. Abuse of the Report option would be mitigated by severe penalties (2 week suspension) to anyone that falsely reports spam. Wouldn't find too many people prepared to sacrifice 2 weeks of an acct just to silence someone.

There have been a few of these threads recently, which invariably indicates two things.
a: The forum search still sucks.
b: Players are sick of spammers.
To be honest, the actual spam doesn't bother me. I block anyone spamming in chat windows and delete emails etc.
It's the fact that ISK farming ruins the game dynamics that annoys me.
I've actually wondered if players, who would be comprised of a large percentage of outright nerds, have put their own counter measures into effect. ie: Hacking spammer websites or denial of service attacks on websites and players etc.
I'm not condoning anything illegal here, just stating that I'm surprised something hasn't been done more proactively outside of the game environment.

I'm getting bored of petitioning the gits.
I don't think trial characters should have the freedom to 90% of the stuff they do anyway and should be on a seperate server.

A simpler solution would be to do the following:
1) Identify spammers by the simple heuristic of how many people have ignored them. The volunteer moderators get supervotes.
2) Accounts flagged as spammers have to pass a CAPTCHA test on each posting if they wish to post in next couple of hours following their ID as spammers.
The only long-term way to dissuade spammers is to increase their costs; adding a captcha means a human has to be in the loop, rather than just a macro.
Alternatively, have a setting that does something like "Ignore postings by people ignored by N other players"

Options: 1/ Stopping trials from talking in public is I think a bad mechanism as it will adversly effect honest trial accounts.
2/ Right click report spam... excellent start, makes it easy to report 'em, so a more active reporting culture will occur. This will not only increase moderator workload with the investigations, but also marginally increase the workload of the spammers as they'll get deactivated faster because they will get reported sooner (of course that report is likely to take longer to deal with due to increased workload on the moderators)
3/ An inability to say certain things in the chat channels/mail as a trial again a short to medium term effective solution, better than the above and will leave honest players with another bonus for upgraded accounts, without a harsh negative.
4/ Alternatively either generate a new class of anti-spam GMs who can immediately lock an account for spamming (allows the human factor to rapidly learn new spamming techniques), or heck even allowing anyone who has had a paid account in good standing (for say a year (I'd be too new for this)) be able to lock an account or silence a person for what is said. Another online game I play has managed to effectively elliminate significant spamming but having many player moderators with 'abilities' along these lines.
The higher the number the better the option in my opinion. Nothing here would stop a legit player from being invited to petition over an unjust silence/lock...

To protect honest trial accts, something like a 3 strikes system could be implemented. If someone on a trial acct is blocked by a set number of people, he is banned from the channel for 24hrs or so.
