I am looking for the best ship(s) to fly if I am flying solo trying to pop people in empire. This leaves out the stealth bomber with bombs cause it would hit everyone around. I specialize in Gal, but I can fly cal and amarr with limited success. Flying with people I have down but flying solo I don't know so much about.

Nano-fitted Ishtar or a gank-Astarte. The Ishtar survives on being able to choose its engagements (and disengage almost at will) thanks to superior mobility. The Astarte has less mobility, and less ability to chose its fights, but it sort of makes up for it by being able to deliver insane amounts of firepower while still being fairly well tanked and mobile. ______________________________________________ -You can never earn my respect, only lose it. What kind of ships are you going after? Where are you going to engage? Gates, belts, stations? Are you going to try to pick off stragglers/soloers or are you going to trying to take on small gangs solo?

I would say a blasterboat fitted for gank and ECM drones, but that's just me that like to fight inside web range, weapons hot and watching the poor sod weeping as I rip chunks of his armor witch each shot. ---

Doing a bit of this myself lately, and I guess it depends on what your target is flying. I've had one target in a Brutix and another in a Catalyst, each required different ships to be certain of a kill, Astarte for the Brutix, and a PvP setup Cormorant to chase the Catalyst into a 1/10 complex.
It also depends on whether they want to fight or not. There's not much point having an awesome kit if all they do is scamper for the station every time you make an appearance. For this reason the Recon ships (Eg. Arazu) are useful (although I prefer the Pilgrim for its NOS and drones), but you may have to choose your targets carefully!
In other words, it really depends, as Han pointed out, on what you'll be fighting and under what circumstances.
Best advice I can give though, is to try and get as much intel as possible. Check out the killboards, see if they've lost a ship lately, see how it was set up. That sort of thing. The more you know, the better your chances.

Was thinking I would engage at gates and/or belts, no idea what ships I am going to be engaging really.

Would it be 1v1, or would they likely receive backup as soon as you started pummeling them? If it's 1v1 and you're going after a mining barge, you could pop them in just about whatever takes your fancy! Similarly with PvE setup Frigs/Cruisers/BC/etc coming through a gate. But if they're going to receive backup, you'll want something that's going to tank the damage from the backup while you finish off the target before either switching guns to the backup or high-tailing it out of there.
No idea about their ships? Well, are they mission runners? Miners? Mercs? What was the reason for the wardec? How many of them in the corp? Those of them on at the same time you are, how old are they? These things will help paint some sort of picture as to what you'll be up against.

8x Electron blasters II
1x 100mn MWD 2x Heavy Cap Boosters 1x T2 disruptor 1x Fleeting webifier
2x Large repper II 1x mag field stab II 2x eanm II 1x damage control II
3x auxiliary nano pump I
VESPA ECM, 10 of them.
Bring Faction Antimatter and null.
The tank is very good, i use it in low sec tanking sentry + a "medium dps" battleship without problems, ur tank last as long as ur boosters, and remember: big blobs with HI dps just delete u, not having an HP buffer for de-aggoring.
Very good at stations too, aggro, kill some, deaggro and dock, perfectly doable with some skills and vs "not so hard targets", in 0.0 this die due to blobs killing ur 10k armor in few sec... but in empire would rox i think.
PS: the cost including fitting, insured is around 150m for each time u blow up, nothing of so crazy :) _________________________________________________

Best ship IMHO is nano-Curse with faction disruptor. Anything that can catch you will have 0 cap pretty much instantly, and the faction disruptor lets you avoid heavy neuts, which would ordinarily kill you.
