Is a ventrillo overlay program ok to use with Eve? Such as this one:
http://www.voice-overlay.info.ms/
or will you get reprimanded for third party programs etc and get a warning etc?

It's fine.
ScanAid also does an overlay, and CCP doesn't have a problem with it, AFAIK. As long as it doesn't interact with or modify the client itself, it's legal. ________________

Its fine.
Overlays simply run on top of eve, the same way a movie window can run in front of a firefox window.
They do not interact with or change eve in any way.

Yep.
Also the built in (and now free) EVE Voice works pretty well too. I was impressed. Of course if you crash out of EVE you lose voice comms but other than that it is good and handy.

So can you finally adjust volumes of individual members in teamspeak or what?

Get the members to learn how to properly set their levels instead of being lazy asses instead.
I get irritated when people expect me to change my settings because they can't set their mic levels right.

I get irritated when I'm expected to change my mic levels just because they are too lazy to set their settings. Different people have different vocal prefferences - MUCH better to let each person decide for themselves what sounds good and what doesn't. If you disagree with me, then you are wrong.

and what are you supposed to do when you can hear everyone fine except that one guy that is quiet.. and half the people on voice chat can hear hime fine and the others cant? crank up our volume and grimace everytime anyone else speaks? or mebby we should ask him to crank up his mic so everyone ELSE can grimace?
imho the sound quality is better on vent, the features are nicer, and it's just all around a better option.

Voice communication is lame and all of you people should feel bad for using it.
Telepathy is obviously superior.

TS and Vent are both good imo. the sound quality of Vent seems much higher but it has SERIOUS issues when the server gets really busy, TS on the other hand can handle hundreds just fine (you just can't hear what anyone is saying)
though i'm sure it's possible to configure them both accordingly

The only problem with overlays is that Punkbuster bans you for them in games that they moderate. Which is beyond stupid.
Oh, and Vent >>>>> TS

I don't know what you guys are talking about the TS codecs are far superior and clearer than the obsolete Vent garbage that people PAY for.
