Want a ship type and layout that will like... totally stop/trap and prevent the guy from attacking back so I can ransom, and hopefully allow me to run if his friends show up. I.E not really doing any damage.... for defence (minimal) I'll just have like ummm drones or something.

any ship with 6 mids - 3 lock range damps 2 24km points and a microwarpdrive :)
they cant shoot you and cant warp

It depends really. For a good long range, can't touch this kind of ship, the arazu is best; but it's not going to do too well against anything with an mwd (I never fit mwds on my arazu). For an up close in your face ship, that can stop anything BC-sized and smalled I'd say get a pilgrim. For gang support, use a rook.

Yeah.
I may bot be flying one yet (still training), but I've done a lot of research on setups, and you need to push your skills and equipment to the max to get the most of your 'ceptor, especially with rigs.
Both 'Ceptors and CovOps with good fittings and rigs cost 30-40 million ISK. Not sure about ECM frigates. ________________

but if you're up against a Drake you're wee ceptor can shoot 2k of missiles and still made no damage to the shield
I would say Arazu but not sure after the nerf if it still performs good

nah. get inty 5 and the relevant navigation skills maxed and you are moving fast enough not to need to rig an inty. 6k is the magic number.
with my skills a t2 claw does 8500m/s without implants, heat, boosters, rigs or gang skills. at those speeds it's already easy to spin yourself out of lock range, overshoot a target, or smash into a passing lump of veld. any faster and you're just talking about straight line speed which you'll only use for creating rolling safes, catching snaked vagas, getting out of bubbles and approaching gates.
don't listen to the EFT ninjas who tell you you need to be doing over 10k to be any good. if you absolutely must rig one, don't put polys on it, an aux thruster (higher base velocity) and/or low friction nozzle jets (increased agility) cost around 10 mil on the open market.
that said, if you wanted to shut down a ship on the cheap surely one of the caldari EW cruisers with the right racial jammers would be your best bet? Signature removed. Too large and flashing signatures are not really permitted. Navigator |

It performs fine. With Recon 4, and 2 damps it will still damp an unsenorboosted BS to around 27k I think (not sure on EXACT numbers, mind..I'd have to throw a fit on EFT to be sure...)
The MWD can give it cap issues, but fit it with Afterburner, and use it for tackling mission runners, and it works a treat, doing exactly what the OP asked for
