While this is true for single bombs, a single bomb doesn't do much on its own. This post is about the problems of the bomb mechanics when multiple bombers are used to bombard the same location.
Cov-ops V: each bomb does 8000 damage and 36 damage to other bombs of the same type. 240 hp divided by 36 means a max of 7 bombs can be used at once. Total damage done will be 56000. Cov-ops IV: each bomb does 7680 damage and 34.56 to other bombs of the same type. 240/34.56 = 6.94 means we still can only use 7 bombs. Total damage will be 53760. Cov-ops III: each bomb does 7360 and 33.12 to other bombs of the same type. 240/33.12 = 7.24 means we can use 8 bombs simultaneously. Total damage by those 8 bombs will be 58880. Huh? This is where the weirdness begins. Cov-ops II gives us 8 bombs doing 56320 damage in total. Cov-ops I gives us 8 bombs 53760 total damage.
Covert-ops III is the most damaging skill level, while cov-ops IV and I are the least damaging ones. This is of course assuming that enough bomber pilots are available to launch the maximum amount of bombs.
A note on the calculations: I'm assuming (according to the the missile guide) bombs take 10% less damage from each others explosions since they move at 1250 m/s while their explosion velocity is just 750 m/s. In case this is not true, the outcome will be similar regardless, with a lower level of cov-ops skill being potentially the most damaging. The numbers will differ slightly of course.
The easiest way to fix this is to add a new bonus to bombers: 5% decreased signature radius of bombs per level. This will counteract the 5% bomb damage bonus and result in 8 max simultaneous bombs regardless of level, so that the damage bonus can always come to bear fully.
Let's just pretend that this fix made it on live... then let's say that we have a group of 8 bombers. Two guys have cov-ops V, four have cov-ops IV and two have cov-ops III. It would make sense to have the guys with cov-ops V, who most likely are the most experienced bombers, launch their bombs first. Well, you'd want them to launch their bombs last because only their bombs can take all six blasts. and the two most inexperienced guys, the ones with cov-ops III would have to launch their bombs first. Note that this problem also exists with the current mechanics and bonuses.
While I don't fly bombers I think it's difficult enough to coordinate bombing in groups already, without having to worry about who bombs first and who bombs last.
So, what is the ultimate fix that will solve both these two problems? Instead of a bomb signature radius bonus, bombers should receive a "-5% damage done to bombs per level" bonus in addition to their old 5% bomb damage per level. This would solve any problems related to bombing sequence and put the max number of simultaneous bombs to 8.
