In the last week I have seen a very large drop off of loot and salvage from my lvl 4 missions whats going on? anyone know?

are you leaving it too long before going back for it? Wrecks/cans decay after about two hours. Also someone might be going in and looting your stuff before you go back for it, becoming more common nowadays.

If your in a hub system, your probably getting it all pinched.
Else if your talking about getting less salvage and crap loot, its just bad luck. It always happens in long streaks.

Since you're doing level 4's I'm going to go ahead and take it on faith you already know about the time limit on wrecks and cans in space.
What could be happening is that your missions are being raided by a human rat. These rats scan down your wrecks and cans and come to harvest them. In multi room scenarios they can be in the first room while you're still killing in the next room. What you may be seeing is the cherry picking they are prone to. i.e. selecting the most likely wrecks to yield the best loot and salvage and then just disappearing before you return to salvage your kills.
Properly done, you'll never know they were there. Why? Because if you know they're there, you can set traps. Get a buddy to cloak up and spy on your mission wrecks. You might just get a report of interest.

Does that mean if a buddy is in the same fleet as you, and someone steels your loot (not salvage), can the buddy legally fire at the looter?

What your buddy could do is loot some of the wrecks himself and then drop cans with said loot in it in various places. When human rat loots, human rat goes pop.

Actually, if he uses a corp mate then the corp mate can just follow along and do the salvaging/looting neway.... He can also choose to salvage/loot each room before going on to the next room. Even with a mate--if someone scans out the mission they can salvage with immunity but typically will not steal loot which is the only thing that can flag them..
