Okay the issue is that suicide gankers on miners can attack and destroy a mining opt before any sort of escort can react. This is because the gankers rely on the alpha strike damage of their weapons to do the job before concord arrives. Escorts to the miners are forced to wait until the ganker takes the first shot, but because the gankers rely on alpha strike damage, the first shot is ussually all they need.
What I propose is this: A deployable, fuel consuming object. For the purposes of this example lets call it a pvp bubble device, or PBD.
A PBD would be a item sold by concord at lets say 50 million isk. This device would require:
Fuel in the form of isotobes Rep with the empire that its being deployed in at 2.0 An Hourly Concord approved consumable data chip similar in concept to the hourly charter that POS's must use when in high sec.
Now the PBD, when activated, will deploy a sphere similar in appearance to a POS forcefield, only tinted red to indicate what it is. The distance the sphere goes can be between 15km to say 80km, the larger the sphere created the more isotobes have to be consumed.
The PBD does several things:
1. It alerts anyone warping to within its boundry that a PBD exists and gives the warper a chance to abort. This prevents gankers from abusing it.
2. It can not be deployed within 200 km of any stargate, station or POS.
3. Any ship within the bubble is attackable without concord interfearing.
4. Only one PBD can be deployed within its radus much like survey scan probes.
5. A PBD takes five minutes to deploy its sphere. When it is told to deploy it broadcasts a message in local chat to anyone within its specified range that it has been deployed and if the ships remain when the sphere goes up that they can be attacked. Its icon in space is a red sphere.
6. A ship just warping threw a PBD is immune to its affects preventing PBD's being set up along warp routes between stargates and thus a gank squad waiting at the other gate for the unsuspecting victim.
Upon entering a PBD's sphere you are instantly flagged to the deployers and they are flagged to you. If you leave the spheres area of influence you will have a 15 minute cool down time.
The PBD itself is rather fragile and can be destroyed. Upon its destruction the PBD the field drops, however any ships that were within the PBD's sphere of influence will remain attackable for 15 minutes. Attacking the PBD is only a concordable offense if the device has just been deployed and has not activated its sphere.
Alternate ideas for the PDB is as way to hold high sec pvp tournaments. Contestants can enter the sphere without having to swap jetcans, worry about concord, and do not have to enter low sec (and dealing with pirates) or wait until the alliance tournament begins anew.
Again this is an idea that I had that could potentally solve the issue of suicide ganking for miners. This does not make them immune from pvp but instead helps to level the playing field and allow those who guard a mining operation the chance to fire first.

A ridiculous idea, hilariously open to abuse and whining that "I didn't understand/read the message".
But the worst part is that it won't work in the slightest. Suicide ganks work by warp in, then activate smarties or guns immediately. No realistic escort designed to kill the attackers has time to respond, whether this bubble exists or not.
The system of defence that you need is sufficient remote reps to handle the incoming DPS. You have your miner locked, ready to transfer shield/armour as soon as something suspicious arrives in the belt. I'll leave you to calculate the numbers of remote reps necessary, for any given suicide squad.

Basically this would create a pocket of 0.0 in empire space.

Suicide gankers are already punished severely as they usually don't gain enough to replace the loss of their ships on top of having to coordinate with other haulers to pick up the loot. And if said hauler picks up the loot then they are flagged towards your corporation. Then feel free to destroy them and make their run entirely their loss. If you have such a troulbe with suicide gankers then do what the previous poster said and fit remote shield reps / remote armor reps to ships designed to use them. Some liberal use of cap batteries/cap rechargers can make it so that you can perma-run these modules while you wait for concord to arrive and take care of the problem.

This is silly.. You already have game mechanics in place to gank people in High Sec Empire... they are called.... Wardecs! Suprise!
Also your local 0.0 is just a few hops away if you want no interference from Concord! We will be waitin for ya!

1. Yes this creates a -Temporary pocket- of 0.0 that is dependant on the cost in isotopes and other consumables.
2. 0.0 as a place to live is dependant on the individual and group being able to, and willing to, to completely and totally manage space. Many people can only devote several hours a week to playing the game and so in terms of feezablity living in 0.0 is not worth the time and effort.
3. Wardecing is a limited game tactic. It is defeated if the suicide gankers are in an npc corp, in a massive corp or alliance as opposed to a small or medium corp or alliance, or if the issue only affects a small number in a corporation.
