Does anyone know of any instances where these sorts of threats were actually backed up? Just one?
It's always, "You've done it now. I've got powerful friends." And then nothing.

The problem with ideas like these is CCP will never allow them because anything that penalizes an alt makes buying a second {and third} account less attractive and it is all about the dollars and Euros.
In other words, CCP wants alts to be a big advantage so you will buy more accounts. It is no different than "buffbots" in other games. Companies will allow them to not only exist but allow their owners to have huge advantages by using them.

You're not thinking this through, are you? If you can't do something with an alt on one account, the sensible thing is to buy a new account. Constraining activities on any account only furthers the agenda to buy new ones.
