If you want to jam ships, get a Falcon. Even with maxed skills and rigs, damps on an Arazu can at most somewhat inconvenience one ship.
It has one real use case: support for a gang of Falcons, fitted with target speed damp scripts. It might also work ok somewhat as a solo safespotted ship prober + tackler (with sepate gang doing the killing). Both of those are a bit borderline.
The Pilgrim also sucks. It's meant to be a solo hunterkiller but at most it can expect to kill (some) t1 cruisers, or people with *really* bad fits and little game experience. Attacking pretty much anything with it is a risky endeavour, and because it's the only recon that doesn't get a range bonus it's pretty useless for gang work.
Both ships (and Lachesis) need a boost. Arazu + Lachesis need a boost to the ship damp bonus, and Pilgrim needs... something. At least more grid, but probably some changed/improved bonuses.
At the moment, don't bother with either ship. Get a Falcon or a Rapier, they both rock.

I'd recommend against putting a cloak on the curse, especially if you plan on soloing with it. Reason being the Recons have a semi-slow lock time to begin with and more often then not is someone sees your Curse they are going to try to bug out. Instead, put a sensor booster in one of your mids... Beautiful addition to the Curse and has granted me allot of kills that would have otherwise escaped for me.
Highs: 2xMedium Unstable Neuts 1xMedium Diminishing NOs 1xSmall Unstable Neut 1xREcon Probe Launcher
Mids: y-t8 MWD (or whateve ryou desire) T2 Warp Disruptor Sensor Booster (speed script) 2x Large Shield Extenders (8000 shields!) Medium Cap Booster (400 charges)
Lows: 1x Nanofiber II 2x Overdrive II 1x CPU II (for the probe)
Rigs: 2x Aux thrusters
Pretty nice settup. Not the fastest by any means but enough to be competitive.
