Hi,
I want to buy a mining character so that I can dual box and I have some isk for it. problem is, I am gonna have to create a new account, create a new character on it, send LOTS of isk to it, then send that isk to another guy! from what I understood CCP traces noob characters with lots of isk and I'll end up with NEGATIVE wallet on my main, something similar happened to a friend of mine.
how do I work this out? I want to be able to dual box and upgrade that mining character while I improve my main for other things, any tips?

Well, that mining character that you want to create has some training time to go before he/she can use a Hulk...3 months of training in fact. You're new character is no longer a "noob". So if you train the secondary skills for a bit, while mining with that character, you will probably dodge most of the suspicion (as the character has been used for a while, isn't that new etc)

perhaps I didn't say it clear enough, I don't want to train a mining character, I wan't to buy one that can fly a hulk already, and use it on a second account, so I'll have to transfer at least a 1B isk to a noob alt first, that's what makes it suspicious, and that's what I want to work around.

You'll be fine. If your ISK is clean, you have absolutely nothing to worry about.

They don't just say "OOH LOOK, X PERSON TRANSFERRED Y AMOUNT OF ISK! ISK SELLER". They track people and ban people who receive ISK from known ISK sellers. If your main is not a known ISK seller, there is no threat. Even if by some miracle you do get ISK taken, a quick petition will solve it.

Also, you don't HAVE to create any characters on the new account. It can just as well be a no-characters account. Just send the money from your main, and name your secondary account as character receiver.
Characters are transfered to account names, not to character names.

It is not the fact that a new character recieved a pile of ISK that causes problem. It is that any age of character recieves ISK from a ISK retailer that causes problem.
CCP is well aware of that fact that alot of players have alts and transfer large sums between them. They have no problem with this as long as you don't buy your ISK illegally.
As long as you follow the rules you have nothing to fear. Just arrange and complete the transaction according to the rules found in the proper forum, and you should have no problems at all.
