Why is there Abstain button? Is there any difference between not voting at all and voting via Abstain?

Not voting is a serious problem in the world, leaving a mystery as to what the non-voter would have voted for if they could have been arsed etc.
Abstaining is registering the fact that you dont care or know what you want, removing the unknown factor.

Abstain = "I've followed the CSM news and am interested in the process, just don't like any of the current candidates."
Not Voting = "I don't agree with the whole CSM thing; CCP should focus on other things." or "C-S-what? We can vote? I don't read the forums or in-game news, I just pewpew! Why didn't CCP put a ship in-game named after each candidate, and I could shoot the ones I didn't like? That's what I call voting."
If a high percentage of the playerbase doesn't vote, they'll probably wonder if they reached everyone with their news system.

Well if people werent reached then thats a shame, because ccp did eveything short of personal convoing people about the csm.

good explanation
i find some of the other candidates quiet ok i must say. i would not "abstain" because i would want to make sure those whom i dont find ok - remain out.
