Issue: Small Freighters - The missing link between the largest industrials (around 20k m¦) and the regular freighter (750k m¦)
Why it needs attention: The gap between the two cargo classes is too big and the "little man hauler" no alternative between those too. The industrial's capacity at 20k m¦ is too small for medium sized hauling and the regular freighter is sometimes too big and too expensive for hauling business.
How to fix it: The proposal is to have a small freighter that is capable of holding 60-100k m¦, with the same restrictions as the regular freighter, but at a price span of around 175-250M ISK, so although the price being 1/4 of a regular freighter, the capacity is only 1/8 of the freighters capacity. Side effects: Might superceed the regular freighter for hauling purposes, however, the small freighter is unsuitable for large POS operations as more runs are required through sometimes hostile space.
Importance level: 5-7/ 10 Topic has been going for 3 years now, with lots of support from the community, but no reactions from the DEVs.

I support the idea of a mini-freighter, but if CCP's main reason for not wanting to introduce a new ship type is because of the art involved, perhaps introduce a new T2 industrial that can carry a lot because of [Insert RP fluff here, perhaps a cargo optimization system that makes it more efficient].
Give this ship the limitations that Freighters currently have, such as only being able to scoop cans inside POS shields, and the ability to carry about 20,000 m^3 base. Which could be increased via expanded cargo modules and the like.
Make them very sluggish, and do not give them the high or mid grade T2 resistances, only a very token one.
Do not give them the powergrid to fit Afterburners or MWDs either.
I think in effect, this would work as a miniature freighter.
Just my thoughts on how your Small Freighter idea could be implemented a bit easier.

Hauling needs more versatility, the jump between T1 industrials and freighters is too big. Take a T2 transport, strip all defenses and put it all to cargo space. I'm sure our pirate friends won't mind having a new eggshell to break, either.

I support this, my few bits of input is that perhaps something like 150k m3, a bare minimum fitting ability, and at least 75% faster/agile.
Speaking from experience, when I do my hauls, 200-300k m3 would cover about 95% of the trips I do. I hate using my freighter for it, because oftentimes the risk is worth the reward for the gankers out there. But being able to do it in 2 trips with quicker warps and travel would definitely be worth the extra trip.
It does need a tank on it, imo. Not much of one, but some kind. 3 slots, MAYBE. 2 at least. Not able to fit any kind of shield boost or armor rep, just enough to be able to fit resistance mods.
As for speed, well, it's smaller, lighter, so it should be more agile and faster. Not speed racer, obviously, but enough to make a noticeable difference, like a 75% improvement, perhaps. When I fly my Obe on AP (when the risk outweighs the reward for gankers) it takes roughly 4-5 minutes per system. With this, it should take about 2.5-3 minutes on AP.

Ive been following the age old post in features and ideas for quite some time now, the general response to the idea is positive and on the whole SentryRavens idea is the one we want.
If we cant have the ship can we at least have a dev tell us why we cant have it now or at some later date?

No. Easier bulk transport of materials just favours the development of market hubs and further limits the availability of items outside those hubs.

I think a small freighter would need to have a specific role. How about a small Freighter with a ship maintenance bay to transport rigged ships, up to BC size through empire and a cargo capacity that is far below of the current freighters, but significantly larger then the current Haulers?

New ship class would be better as the physical size would need to be a bit bigger than an industrial but much smaller than a fullscale freighter
