Anyway, I was looking around and I thought I might find a way to use Eve through a proxy. For this "experiment" you're going to need a few things...
Tor/Privoxy(or some other form of SOCKS proxy) Sockscap
Alright, now you're going to want to install both Tor and Sockscap. It's a pretty standard installation. Now, open Vidalia. It should automatically show Tor as running. If not, start it. Now open up Sockscap. It should ask you for settings. Your SOCKS server will be localhost with port 9050. You will be using SOCKS Version 5. Set it to resolve all names locally. There shouldn't be any authentication needed.
Now, to run Eve sockisfied. Go to File->New and it will open up an Application Profile. Set profile name to whatever you'd like. Where it says command line, click Browse and browse to the directory where you installed Eve. Then just select the Eve exe. The working directory should be automatically filled out. Press Ok.
Now to open Eve! Open up the Sockscap window, select the Eve icon and click Run. Congrats! You're running Eve proxied!
A few things to note:
Please, please, PLEASE set up a relay server on your home computer for Tor. You're using someone's bandwidth for free, so give up some of yours.
The sockscap official site has been discontinued. Support for it is limited or nonexistant.
Eve will run slow. Use this for chatting/contracting/skilltraining purposes only.

Isn't running an open proxy on your connection against the ToS of most ISP's? A t least in the UK - Most won't allow any form of local server to be run through a "home" connection.

You aren't the one running an open proxy. The only reason you would be is if you set your computer up as a relay server. I'll remove that suggestion.

While you are correct on the proxy part (most ISPs get arsey about it), the vast majority of UK ISP's have no issue with you running a server at home. More so with the download / upload limits that are sneaking in now :(
