You don't seem to understand. memtest86 will find broken stuff that your "on board diagnostic" will never find, unless you use ECC ram or something. But if you used ECC ram, you probably wouldn't have these problems now. There is a reason why it takes hours and hours to run memtest86 vs. a few seconds for the amateur test utilities.
If your onboard diagnostic is telling you ram bad, it is really fsked up and was probably bad for quite some time.

Why?? EVE doesn't write stuff to the install location. It only saves settings to your profiles directory.
Reinstalling EVE solves nothing.

Have you checked that your harddrive is not damaged? Lag like that happens in Windows if drive is trying to relocate sectors. You need some S.M.A.R.T. utility there to check actual relation counters and if your drive passes the self test (recommended long test so it scans the entire surface)
EVE will not cause your hardware/windows to crap out. The opposite is true though. Especially the install process :)

EVE does NOT write to its install directory. Reinstalling will do NOTHING.
If you get corrupted files after some crash, it is a problem with your computer, not EVE. Heck, I have the EVE install directory read-only as seen from my username and the game works (need to install patch under user with write access, but that's different).
If you get corrupted EVE executable after some "crash", something funny is happening. I would first check your RAM with memtest86. Then get some utility to run a SMART test (long) on your harddrive. These are the basics.
