Is it reasonable for a mission runner that wants kill missions to focus exlcusively on Internal Security? Is there any reason not to?
I just purchased the skills Bureacratic and Military Connections to increase my LP gains for Internal Security missions with Caldari Navy. Once I am churning out level 4s, will there be any reason to do other types? Thanks.

you'll get about 98% kill missions for internal security. If that's good enough for you, you should be fine.
Depending on the storyline agent you get, you may have to run a courier mission once every 16 missions, though.
Also, if you ever decide to get standings with another corp, you may want to run different mission types.

Disadvantage to IntSec is that all the agents are in one system. And, the top L4 is of lowish, but not negative quality.
And like the previous poster said, if you want to do the storyline missions, they will almost always be courier ones (possibly to lowsec... don't do those: IDLE GUNS likes to eat you!)
Otherwise, Poinen is virtually ideally positioned.

Level 4s of lowish quality? Hmm. Well, this is why I was asking so that I would not lose out later. What division is superior or recommended for kill missions then?

The divisions known to give more than 95% kill missions are:
Command Intelligence Surveillance Security Internal Security
I think none of these divisions is superior to the other. I would only decide with respect to system security level and agent quality (and population, lag if you're willing to sacrifice a bit reward and LPs).
There are also some divisions which give significantly more than 50% kill missions - like Legal, Administration, Personal, ... It easier to find quiet and lag free systems with agents of very high quality for those divisions but you'll have some courier mission between the kill missions.
