Because there's absolutely no age limitations to VIEWING the forum (in the censored form) as opposed to QUOTING a message to see its actual contents (you need an account, and for that, you're supposed to have a certain age OR adult consent).
Granted, the forum filter is a bit too strong (the airplane's*****pit, a ***** in the armour, etc) and we have been repeatedly told that "one day" we might have a less draconic filter, or even a "disable filter" option when logged-in, but none of that happened.

I know you can see them from quoting, that's not the point. The filter blocks perfectly acceptable words because they contain filtered words. |

Ass and damn were never filtered. However for some reason the much more innocent Po-/op, pi/ss, tw/at, and cra/ck are. You can't even say salt/water without the salt water being filtered out. Gotta love the forum's half assed word filter. What makes it really funny is unless something has changed recently you can say damn asswhole and the mods won't/can't take action against you because it's not labeled as bad even though they're worse then half the filtered stuff.
I mean if you do nothing but that they will remove your post on the fact that it's "unconstructive", but casually they won't do anything. I Just wish there was an off switch for those of us who dont' care for a borked censor system. |

Depends where you come from. I don't consider ass (it means donkey ok!) or damn to be very offensive, but piss is more so. Poop, though - I didn't know that was considered offensive anywhere. Little kids use it all the time.

Ass isn't that bad. Here in the US **** just means to take a pee. Slang yes. Something you really want to say in a buisiness meaning, no. But it's not really offensive. Tw and pussy are just slang for the vigina. Again with slang, but not really offensive. Also I edited my last post and added a bit more, including about how salt water is caught by the filter. salt water
edit: Never mind about salt water. at least they fixed the salt water issue some time ago. |

As others have said, it's the ratings of the forums versus the game itself that decides that; that's pretty much why.
Personally I thank god for there not being a mandatory filter in-game - often times the libraries for the filtering program is majority "wtf?" to the point where you have to put considerable effort into talking without the censors cutting every other phrase off. |

Heh, you think EVE has bad filters? WW2 Online filters "SS" and "ss", which of course can stand for Schutzstaffel, the jolly World War II era German club of men wearing black uniforms.
Unfortunately, some languages, like Finnish, use a lot of double-Ss in everyday words (it is, for example, very important in agglutination (or is that inflection?), where -ssa/-ssS means most of the time "in something" (e.g. talo = house, talossa = in a house)), making the Finnish section of the forums very painful to read.
And of course in a game where you can fly several types of aircraft, filtering the word henpit (you know, the male version, where the pilot of the plane sits) is even sillier than here. |

my personal theory on this is that the filters were set up by someone who didn't speak English very well, so they just got a thesaurus and blocked all the synonyms for everything, regardless of whether they're one of the words you can't say on television, or a word that five-year-olds use to describe bathroom activities.
oddly enough, you can say poo even though you can't add another p to the end. |
