I love how EVEMon shows me my current status, and allows me to plan skill upgrades and whatnot. I'm looking for a program that will actually perform those skill upgrades for me so that I don't need to log into the game to do it. No matter how hard I try, I can't find any software that will do that. I don't think I've even found a program that uses the Full Access code.
Can somebody let me know if there currently is such a thing?

Can't be done with the API, and it will never be.
Such a program would probably be classed as a macro and therefore against the EULA, and could get you banned.

Nothing can be changed ingame via the API, it only reads information. Anything that can be changed ingame must be changed by a human, if someone did write a program that hacked the game to automatically do such a thing and was found out the result is a banned account.

So.... the Limited Access key doesn't allow the reading of all information? The way I understood it was that the Limited key only gave read access to everything, while the full access key gave read/write permissions.
Anyways, I think you should be able to do skill training from outside the game software. Maybe make another API and give access only to trusted developers who will make software that must be controlled by a human and doesn't perform anything automatically. Have two keys, one that provides access to the user account, another that's hard wired into the software that allows access to the API commands (such as Second Life's registration API, etc). It would be the same as loading up the game and logging in, except there's no game to load up or log into.

Well, there is such a apliication, that provides almnost all functions you require. It's called EVE Client. I'm being funny, have you noticed?
