The bill edicts that ISPs should monitor the traffic of their internet users. When they see any track of illegal download, they should :
- send a warning by e-mail to the user the first time he or she is spotted ; - send a second warning by certified mail to the user the second time he or she is spotted ; - suspend the subscription of the user for the period of three months to one year the third time he or she is spotted. During this period, the user would not be able to subscribe to any ISP.
Honestly, if it is voted and approved by the Consitutional Council, it won't work and / or will be bypassed.

in the UK the (AFAIK) only fibre optic provider has started a similar system recently. (uk has either fibre optics, or very old copper wiring (currently) hence the particular mention) I dont believe anyone has been banned yet, although letters have been sent detailing the first offence, and outlining the reprecussions of further offences should they occur.
However given its not law, you could very easily go and sign up with a different broadband company once they suspend your account. Which would lose them business, which would make it very unlikely that they will actually suspend anyone, pretty much anyone who can get connection to the fibre optic system, can get access to the old copper system.
It would only take a handful of examples for people to realise, if you get caught twice, better off just giving it up. I think its a pretty fair system, however it would involve my internet traffic being monitored, which im not a great fan of. I think the idea is fair because end of the day what your doing when downloading music/films is theft, and is wrong essentially, if i get caught 3 times and ignore the two prior warnings them imho i deserve to be punished. Rather my ISP punishes me than the RIAA or whoever else launches lawsuits.
to keep on topic: Pure have that rule? Meh each to their own
