Well, this really SHOULD go in the "Windows" forum, but I can try to help here.
First of all, you should know that running an OS off a USB drive is not only difficult, but will run as slow as crap.
Secondly, you will need a Motherboard that is capable of booting off the hard drive. You can check the BIOS and see if "USB" is on the list of bootable options. If it isn't there, you can't do it.
Thirdly, it's possible that you may need a specialized driver to install and run an OS off of a USB drive. Without that, you can't do it.
In the end, it's going to be VERY VERY hard to get it to work at all, and when/if you get it to boot, it;s going to run like dreck.
May I suggest simply using another PC to download and burn either Knoppix or Ubuntu to a CD, and then just run the PC off that. It will still be slow, but MUCH easier than trying to install Windows on a USB drive. Tactical Logistics using the last T1 Frigate hull!

Yes, you'll need Bart's PE Builder. Here you have 2 different guides:
Tom's Hardware Windows in You Pocket TechRepublic SolutionBase: Boot Windows XP from a USB flash drive Maybe that can clear up things. ----
